Deserving the people’s trust and contributing to the capital protection
Party General Secretary Nguyen Phu Trong, who is also the Secretary of the Central Military Commission ,visited the High Command of the Hanoi capital city on January 1.
Accompanied with the Party General Secretary were General Phung Quang Thanh, Minister of Defense; Pham Quang Nghi, Member of the Politburo and director of Hanoi Party Committee, Party Secretary of the High Command of the Capital; Ngo Thi Thanh Hang, Permanent Deputy Secretary of City Party Committee and Nguyen Duc Chung, Chairman of the municipal People's Committee.
Reporting to Party General Secretary Trong on the High Command’s performance, Commander Nguyen Doan Anh said in the recent years, the High Command has accomplished comprehensively its tasks.
The High Command has proactively advised local authorities on the implementation of defence-military missions, maintained combat readiness, the Major General noted.
The Command has coordinated with the city's police and other forces to safeguard major holidays, political important events and implemented timely and effectively meassures to response to natural disasters, he added.
Both Minister Phung Quang Thanh and Pham Quang Nghi comrades assessed that since 2008, though more heavy duty, but officers and soldiers of the High Command successfully completed their tasks. Especially, in the recent years, quality of Hanoi's enlisted recruits has topped the nation in the rate of university and college graduates. Speaking at the visit, General Secretary Nguyen Phu Trong warmly welcomed, congratulated and praised the High Command's achievements, contributing to the achievements of the national army.
"Many large events are held absolute safely and people's life is very peaceful', it is the assessment of international leaders arriving in Hanoi. The Party General Secretary said the success is attributed with the important contribution of the High Command.
The Party General Secretary asked Hanoi’s armed forces to be fully aware of the significance of national protection, which request them to firmly grasp the real situation and devise timely, appropriate and wise response measures.
He required the forces to completely obey the direction and leadership of the Central Military Commission and the Ministry of National Defence, ultimately guaranteeing people’s peaceful life and favourable conditions for development.
The Party Chief expressed his wish that local officers and soldiers will promote combat readiness, deserving the Party, State and people’s trust and contributing to the development and protection of the capital city and the country.
The predecessor of Hanoi Command was established in October 1945. By November 1946, the state was reorganised into 12 War Zones. Hanoi was reorganised into the 11th War Zone, also known as the Front of Hanoi. When the French Indochina War broke out on 19 December 1946, Front of Hanoi was annexed into 2nd War Zone. From 1 November 1948, 2nd War Area was placed directly under the authority of 3rd Joint Zone, but by May 1949, Hanoi was split to form the Front of Hanoi again, under the Commander-in-Chief. This situation is maintained until after 1954, when the zone called Hanoi.
By 1957, the General Command established troops of Hanoi under the control of General Command. To 1 August 1964, placed directly under the 3rd Military Zone. However, in September 1964 it recovered independent of the Capital Command. On 5 March 1979, by Ordiance 28-LCT, the Capital Military Zone was established on the basis of the Capital Command, in terms of military management in the city of Hanoi.
In 1999, areas of the Capital Military Zone, including additional in old Ha Tay province had merged and now form part of Hanoi. By ordinance No.16 of President of Vietnam on 16 July 2008 Hanoi Capital Command was founded on the basis of the Hanoi Military Zone Command.
