On August 29, at the press briefing organized by the Hanoi Committee’s Commission for Propaganda and Training, the Department of Transportation has reported the draft regulation on the management of taxi business in the area of the city.
Mr. Ha Huy Quang answered questions from reporters with regard to taxi management.

In particular, many people worry about using the same color for taxis or the same taxi calling apps. On this issue, Mr. Ha Huy Quang stated that the same calling center will allow users to utilize the app that is currently in constructing phase. In this app, taxi brands can promote themselves with their own customer service. At the same time, the app will prevent any obscurity in the transportation management.
Furthermore, Hanoi will decide on one color for taxi. Leader of the Hanoi Department of Transportation said that currently, Hanoi had 80 taxi brands with different colors, not to mention other provinces. “No cities allow each taxi to have its own color. Modern urban planning means a particular color for car in order to promote a civilized and progressing image,” Mr. Quang stated.
According to the leader of the Hanoi Department of Transportation, in 2018, the City will ask enterprises and citizens for the colors of taxis. It is expected that taxis will have two colors, one for taxis in the areas and the other for taxis working outside the city.
The Hanoi Department of Transportation mentioned that enterprises did not need to worry about the cost of repainting their taxis, because the newly decided color will be applied to new cars only. By 2025, the whole taxi system just needs to have the same color.
With regard to regulation on auctioning for exploiting taxi business, the source of car for auction is the newly developed cars and the cars that have reached its age, which is 8 years in use according to the current regulation). In addition, enterprises getting the deal can pass their exploitation rights to other partners.
“The Hanoi Department of Transportation is responsible for listing out the number of taxis in auction per year. The organization of the auction is the task of the Department of Justice. As a result, there will be no issues or problems resulted from a Department both organizing and managing the auction,” Mr. Quang shared.
The draft on taxi business management in Hanoi’s areas includes 3 chapters and 13 articles. The content consists of: Managing the number of taxis; General management software; Pollution standard; Service area; Stop points; Parking points; Auction for exploitation rights; Colors of taxis; Responsibilities of related agencies. Currently, the draft on taxi management still asks for more opinions. The date to issue is still not decided.
