The Hanoi People’s Committee issued Official Letter No. 6456/UBND-DT dated December 19, requesting relevant agencies, departments, People’s Committees of districts, suburban districts and towns to increase management over sand, gravel exploitation and trade in the city.
Under the Official Letter, the Department of Natural Resources and Environment shall take following actions:
Make a list of mining places, prepare plans to protect unexploited resources in the city, and submit it to the Hanoi People’s Committee within January of 2018 to ask for approval;
Increase inspection and examination, and handle violations in exploitation of sand and operation of sites; request sand exploiting units to zone the exploiting area, publicize information of the mining places, so that authorities and people can supervise their operation;
Review, amend, supplement planning on surveying, exploiting and using minerals in the city (including sand and land) in 2018; supplement planning on sand, land exploiting sites (if any) in accordance with regulations and actual conditions of the rivers in Hanoi;
Closely cooperate with the Departments of Natural Resources and Environment of neighboring provinces in surveying, exploiting and using minerals and licensing mineral exploitation activities in the adjacent areas;
Enhance popularization and education of laws on sand exploitation management among the people.
The Department of Transport shall increase examination and supervise activities to dredge and clean up waterways in association with sand collection in Hanoi; check and punish violations of the sand exploiting and transporting vessels; check the operation of riverside storage sites of construction materials.
The Department of Industry and Trade shall instruct market surveillance officers to closely cooperate with relevant agencies, increase examination and control, prevent the transport and trade of sand and gravels of unclear origin.
The Department of Agriculture and Rural Development shall increase cooperation, conduct inspection and supervision, timely suggest or apply punishment for violations against dyke protection laws during the exploitation and use of sand and gravel.
The Department of Finance in cooperation with Department of Taxation and relevant units increase examination, handle violations in fulfilling financial obligations when exploiting, trading the sand, gravel and land in Hanoi.
The Police Department shall increase patrol, seize and severely punish vehicles owners or people that illegally exploit sand in riverbed; realize the regulations signed between Hanoi Police Department and police of neighboring provinces; conduct inspection, and catch the ones who illegally exploit sand in adjacent areas, and process criminal procedure for serious cases according to regulations.
People’s Committees of districts, suburban districts and towns instruct authorities, People’s Committees of communes, wards and towns to increase examination and supervision, detect, handle violations in sand, gravel exploitation, or cooperate with authorities to handle them; withdraw unlawful contracts and documents on leasing land to use it as storage site; take severe punishment for Chairpeople of People’s Committees of communes, wards and towns where illegal exploitation of sand and gravel occur. Chairpeople of People’s Committees of communes, wards and towns take responsibility, if illegal exploitation of sand and gravel occur in the area.
