Hanoi expands cashless parking pilot program

Hanoi is advancing its efforts to integrate technology into urban management by expanding the pilot program for cashless parking payments throughout the city.

Deputy Chairman of the Hanoi People's Committee Ha Minh Hai has approved the second phase of the project, which aims to streamline vehicle parking operations and support the city's transition to a smart urban transportation system by 2030.

The expanded program will allow drivers to find parking and pay through a digital platform, reducing cash transactions and increasing transparency in fee collection. The system is expected to be fully operational citywide by June 30, 2025. To ensure compliance, only individuals and businesses that adopt the cashless payment system will be eligible for new or renewed parking permits on public roadways and sidewalks.


Authorities are also integrating electronic toll collection accounts into the system, enabling seamless cashless payments for both parking and road use. The initiative is in line with Hanoi's broader strategy to digitize public services and improve traffic management.


Hanoi's Department of Transport leads the project, working with local authorities and law enforcement to enforce regulations, oversee licensing, and ensure technology infrastructure. District governments are responsible for monitoring compliance and promoting awareness campaigns to encourage widespread adoption.


The city is pushing for 100% of parking facilities to move to digital payment solutions. Security measures will be strengthened to protect transactions and ensure public confidence in the new system.
