Once adopted and implemented, Hanoi’s six thematic resolutions are expected to gradually complete the city’s innovation ecosystem.
THE HANOI TIMES — Hanoi is rapidly finalizing six thematic resolutions on science, technology, innovation, and digital transformation to implement the 2024 Capital Law and the Central Party Committee's key resolutions.
Experts told the Hanoimoi Newspaper that the resolutions are both necessary and timely as they will establish a cohesive legal and policy framework to strengthen production capacity, drive governance reform, and position Hanoi as a national innovation hub in the digital age.

Hanoi’s six resolutions are a timely move to implement national directives through action, driving production, management reform, and innovation leadership.
A coherent policy system supports tech growth by attracting investment, boosting commercialization, phasing out outdated tech, and improving intellectual property protection and transparency.
Special mechanisms will help phase out outdated technology, strengthen intellectual property protection, reform administrative procedures, and improve transparency.
I believe the draft resolutions, which are practical and feasible, could drive Hanoi forward in national innovation.

Issuing thematic resolutions on science, technology, innovation, and digital transformation is vital from two perspectives.
These resolutions clarify and enforce the 2024 Capital Law within the authority of the Hanoi People’s Council and Hanoi People’s Committee. They give concrete form to the law’s special mechanisms for promoting innovation, an area deemed strategic and transformative for Hanoi’s development.
In addition, in the broader context of national institutional reform and new strategic laws like the revised Law on Science, Technology, and Innovation and the amended 2025 State Budget Law, Hanoi must proactively tailor these policies to its unique local context to ensure timely and effective implementation.
The draft resolutions are evidence-based and informed by both international best practices and Hanoi’s on-the-ground experience, offering practical solutions.

The adoption of these resolutions is an urgent and essential step, aligning with Hanoi’s current scientific, technological, and innovation needs.
It also operationalizes key provisions in the 2024 Capital Law and implements the Politburo’s Resolution No. 57-NQ/TW dated December 22, 2024, as well as the National Assembly’s Resolution No. 193/2025/QH15 dated February 19, 2025 on piloting special policies to advance national innovation and digital transformation.
The current set of resolutions covers a broad scope and complex policy and governance issues. They are comprehensive, clear, well-structured, legally- and practically-grounded.
However, there remain some presentation issues, such as repetitive wording and overly lengthy sections that require further review to ensure feasibility and enforcement.

The development of six thematic resolutions marks a strategic move to institutionalize the Politburo’s Resolution No. 15-NQ/TW on the capital’s development direction through 2030, with a vision to 2045, according to Standing Vice Chairman of the Hanoi People’s Committee Le Hong Son. The resolutions also concretize national goals outlined in Resolution No. 57-NQ/TW on advancing science, technology, innovation, and digital transformation. This marks the first time Hanoi is building a comprehensive and synchronized a set of six resolutions targeting core sectors seen as foundational to the city's sustainable development and global integration. Four of the six resolutions, led by the Hanoi Department of Science and Technology, focus on key pillars such as talent development, data infrastructure, and legal support for research institutes and tech enterprises. Another resolution proposes the establishment of the Hanoi Technology Exchange, a platform connecting scientists, businesses, investors, and financial institutions to commercialize research and facilitate technology transfer. A third resolution sets a legal framework for sandbox testing of emerging technologies, while another supports Hanoi’s innovation ecosystem through incubation, training, and investment linkage. The remaining two resolutions are spearheaded by the Department of Finance and the Hanoi Management Board for High-Tech and Industrial Parks. They propose the creation of a venture capital fund to support high-tech startups. The fund will also serve as a “catalyst” to attract domestic and international private investment. In addition, a new innovation center is planned at Hoa Lac Hi-tech Park, envisioned as an integrated hub for research, testing, training, production, and collaboration across innovation stakeholders. Together, these measures aim to resolve institutional, financial, and infrastructure bottlenecks while positioning Hanoi as a national leader in science, technology, and innovation. Once adopted, the six resolutions will provide a cohesive ecosystem, from legal frameworks and support mechanisms to implementation tools, anchoring the capital’s sustainable growth and global integration. |
