The biggest breakthrough in administrative reform in Hanoi city over the past time is IT application in facilitating administrative formalities.
The Hanoi Department of Planning and Investment has recently launched the model of "paperless electronic agency", becoming the pioneer in implementing the model and making a step forward in building e-government in the capital of Vietnam.
Perceptible efficiency in serving people and businesses
The workflow management software implemented at the Hanoi Department of Planning and Investment integrates 10 tools, including electronic signatures of leaders and electronic documents sending.
According to Director of the Department of Planning and Investment Nguyen Manh Quyen, the software helps handling the work among departments in a close, quick and convenient manner.
Besides, in 2019, many objectives to realize the e-government model, promote investment in technical infrastructure and application of information technology (IT) in state agencies are also being actively implemented by the city’s government and subordinate units, achieving positive results.

Up to now, Hanoi’s citizens have been acquainted with the electronic one-stop system connecting three administrative levels (city, districts and wards) and felt easy realizing administrative formalities over the network.
In particular, the rate of online business registration, online investment licensing, online tax declaration reached 100%, 73%, 98.4% respectively, electronic tax payment accounted for 94.6% (equal to 20.2% of the whole country).
Accelerating managing workflow online
IT application in direction and administration has brought Hanoi city positive effects. The capital's authority is handling administrative formalities on shared one-stop software.
In realizing the direction of centralized management and administration, Hanoi's authority has installed camera surveillance systems to ensure traffic order and security in the city.
IT has also been aggressively applied in environmental sanitation. Hanoi has installed the monitoring system of qualities of air and water and rainfall, among others, and made public those data on the city’s portal.
Notably, Hanoi civil servants received training online. Statistics show that Hanoi has organized 647 training courses for 17,800 civil servants and officials on IT skill standard.
