Hanoi prioritizes key farming zones in 2026-2030 program
This program will establish a solid basis for expanding effective agricultural models in Hanoi's high-potential farming regions.
THE HANOI TIMES — The Hanoi People’s Committee has issued a new plan allocating VND1.06 trillion (US$40.4 million) to the city's agricultural extension program for the 2026-2030 period, with a focus on high-potential farming areas.
The program seeks to boost technology transfer, enhance production, and promote eco-friendly, high-tech, and circular farming. It also provides support for producer-consumer linkages, increases farmer incomes, and develops digitally skilled officers.

It will benefit Hanoi’s agricultural extension network, spanning research, training, and technology transfer units, as well as farmers, cooperatives, and agribusinesses.
Key tasks include training officers in technical skills and equipping farmers and businesses to adopt innovations and access state agricultural policies.
The program will also conduct communication campaigns to promote agricultural policies and showcase effective models, techniques, and case studies. Other activities include providing market updates, holding events, and demonstrating models for crops, livestock, and aquaculture.
The Hanoi Department of Agriculture and Environment is responsible for developing detailed annual plans based on the approved program, practical production, and market demands. These plans, along with proposed budgets, will be submitted to the Department of Finance for review.
Once approved, the city’s Agricultural Extension Center and other relevant units will carry out the annual plan. The department has also been assigned to formulate special support mechanisms for developing urban agriculture in the capital city.
The Department of Science and Technology will provide advisory support and propose scientific and technological solutions for the extension program.
Meanwhile, commune-level People’s Committees will issue local agricultural extension plans, allocate corresponding budgets, and collaborate with city-level agencies to develop demonstration models.
In 2024, the Hanoi Agricultural Extension Center adopted several effective models that boosted productivity and increased farmers’ incomes.
