Hanoi city targets to increase the total number of new enterprises in the locality to 200,000 businesses by 2020. Currently, the capital of Hanoi ranks the second in the country`s top localities (after HCM City) in the number of registered and active firms.
As of June 2010, Hanoi had 100,708 newly-established businesses with a total registered capital of over 976, 855 billion VND. In the first quarter of 2015, Hanoi set up 71,908 new enterprises, accounting for about 20% of all registered enterprises established in the country.
According to the Hanoi Department of Taxation, as of October 1, 2015, Hanoi has had around 117,000 businesses (making up about 22% among 500,000 businesses nationwide).

To promote start-up entrepreneurship and support start-up businesses in their operations, Hanoi is trying to promote administrative reforms, with the aim to apply an "electronic one-door" model by October 2016.
The Hanoi's authorities aims to innovate to the bureaucracy focused on supporting start-up businesses more easily access to land, capital, high-quality human resources, marketing, science and technology, as well as protecting the businesses' property ownership and trade freedom and promoting the production and sales in line with international commitments.

The municipal Department of Planning and Investment has gradually maximum simplified and facilitated the procedures for setting up businesses, shorten the duration of subscription in accordance with provisions from 3 days to 2 days.
Moreover, Hanoi Department of Natural Resources & Environment has cut from 30-50% of procedures, reducing the time to resolve at least 30% of the areas of environment, land registration procedures that shall not exceed 14 days.
From June, 2016, the rate of firms performing electronic tax return was 100%, and electronic tax payment reaching 100%. The number of administrative procedures in the field of clearance and land acquisition has decreased by 20%, in the field of planning reducing 50%. The time to access to power was from 21-26 days, dereasing from 10-15 days compared to the regulations.
In addition, the capital will work closely with the provinces and cities across the country to establish the production chain link, business and market connections and linking areas.
The city will also pay attention to the implementation of support measures for "post-startup" process, the upgrade procedures from individual business households to businesses, the fostering of business management skills, support businesses access to capital, technology, land.
Accordingly, Hanoi will continue to implement the management and entrepreneurship training program, CEO training - training program general manager according to the US model.

The Prime Minister approved a draft project themed “National Programme to Support Innovative Startup Ecosystem in Vietnam by the year 2025” to create a favourable environment to promote and support the development of start-ups with high-growth potential.
The project has set the following targets for 2020: complete the main legal framework for a start-up ecosystem; run an online portal for the National Innovative Start-up Ecosystem; support about 800 start-up projects and 200 start-up enterprises.
Director of Hanoi Department of Information and Communications Phan Lan Tu said the Ministry of Information and Communications would have a start-up scheme in ICT.
The department has also worked with relevant bodies in order to compile a report for the city administration about IT incubator schemes to enhance start-up activities for small- and medium-sized enterprises.
