Hanoi seeks advice from overseas Vietnamese experts, scientists

Hanoi`s mayor desires that the cooperation between Hanoi and the experts, scientists in the program will be tightened and strengthened.

Hanoi authorities will do its best to create favorable environment for experts and scientists to advise and support the capital in its development, a Hanoi official has said.

Chairman of the Hanoi People's Committee Nguyen Duc Chung made the statement on August 20 when hosting a meeting between Hanoi’s leaders and more than 100 outstanding young Vietnamese experts and scientists returning to Vietnam to participate in the Program of Connecting Vietnam Innovation Network 2018.

The Program of Connecting Vietnam Innovation Network 2018, taking place from August 18-24, with over 100 young Vietnamese representing in the field of science and technology in foreign countries, was jointly organized by the Hanoi People's Committee, the Ministries of Planning and Investment, Science and Technology.

The meeting was also attended by Deputy Minister of Science and Technology Bui The Duy, Vice Chairman of the Hanoi People's Council Phung Thi Hong Ha, and Vice Chairman of the Hanoi People's Committee Ngo Van Quy.

In his remarks, Chairman Nguyen Duc Chung said that Hanoi is in the process of robust urbanization. The city has identified three breakthroughs for development: infrastructure development, administrative reform, and high-qualified human resources training.

In addition, Hanoi is promoting information technology (IT) to serve administrative reform and IT is becoming the main tool to run the city and streamline many work procedures as well as provide public services for wards, communes, districts and departments.

Besides, the capital is building electronic architectural framework for the city, with the the latest technologies. Hanoi set up a data center for the city's socio-economic development, Chung said.

Chairman Chung raised the issue of limited human resources. The city’s authorities want to retain IT talents and have many incentives, but the incentive are ineffective due to the limited working environment, research and innovation.

The official expects the participants to share their good experiences and make contributions to the capital. At the same time, Chung desires that after this meeting, Hanoi will build a network of scientists at home and abroad to contribute to the country in general and the capital in particular.

Experts contribute to Hanoi

Speaking at the conference, overseas Vietnamese scientists expressed impression with Hanoi’s introduction of the world's leading technologies in the field of cancer diagnosis, leading medical services such as online medical services, electronic medical records to improve the quality of medical examination and treatment.

Participants also paid special attention to the issue of air pollution and shared the developed countries’ experiences in building modern spatial data infrastructure for planning and decision-making.

Huynh The Du, a lecturer of the Fulbright Economics Teaching Program, raised the issue that the real race between nations is the race for development of mega cities. Therefore, Hanoi needs to determine its current position and specifically compare the criteria with competitors that are big cities in the world and have a clear vision for the correct development direction, creating big urban areas.

Promoting IT application in many fields

Concluding the conference, Chairman of the Hanoi People's Committee Nguyen Duc Chung sincerely thanked very valuable comments from the experts. Chung said that Hanoi has been implementing priority policies for units and private enterprises in the field of capacity such as underground telecommunications, IT-based parking and so on.

In terms of healthcare, Hanoi has operated the Hanoi Center for High Technology and Digestion, applying modern technologies, involving in technology transfer and operation of many international experts, receiving more than 40 modern medical technologies, Chung said.

Regarding tourism, Hanoi considers it a spearhead economic sector and aims to develop tourist products and attract tourists through international-class meetings, incentives, conferences and exhibitions (MICE).

In terms of IT development, Chairman Chung said that the city will build a number of software parks to attract businesses and international scientists to invest, work, with the policy of collaborating to train IT engineers, promoting data analysis technology.

To keep receiving the contributions from experts and scientists, Chairman Chung suggested the participants connect with the city through Hanoi’s portal of "Startupcity.vn", which is going to be launched.

On behalf of the city's leaders, Chairman Nguyen Duc Chung desires that the cooperation between Hanoi and the experts, scientists in the program will be tightened and strengthened, so that they have a favorable environment to promote their talents to create useful products, contributing to the development of the city and the country.
