Hanoi aims to reach GRDP target at 7.3-7.8% in 2018, a comparative figure to 2017’s under the new revised methodology.
Along with this target, Hanoi expect the service’s growth of 6.9-7.5%; while that of industry and construction at 8.2%-8.7%; export turnover at 7.5-8%.
In 2017, Hanoi reached GRDP at 8,5%, according to Hanoi’s Statistics Bureau. The city’s 2018 target is actually the same to its 2017 figures, but is revised under the new methodology, which is stated in its 2018 economic plan report.
But Hanoi authorities did not elaborate in details of new methodology that lead to this 2018 revised figure.
Vice Chairman of Hanoi People’s Committee Nguyen Doan Toan said that the city expected some other business conditions would be improved to support this target. “The city improves the business climate through tackling difficulties, advancing infrastructure construction; enhancing market control and supporting startup, innovative enterprises,” Toan said at the reviewing meeting of the national trade sector, on January 15, in Hanoi.
Besides, Hanoi would tend to restructure industry sectors, attract investment and build-up high-tech zones; expand supplement industries, logistic; develop industry cluster. Also noted is to focus on craft village development, electricity supply, market infrastructure, trade center, competitiveness improvement to meet integration requirement.
At the moment, the capital still faces obstacles of unstable industry growth, low competitiveness, counterfeiting, tax invasion, Toan added.
Toan also proposes the government and the Ministry of Industry & Trade soon issue new regulations on traditional market management, paradigm shift and investment; as well as enhance smart electricity network, apply high technology in manage and adjust the network.
Otherwise, the government should issue more documents relating to classify the trade center, supermarket; add regulation in logistics activities; send experts collaborating with Hanoi authority to assess effect of new Foreign Trade Agreements (FTAs) in terms of respective sectors, areas.
Hanoi wants to become a smart city with a wide range of projects calling for investments in some high-tech and eco-friendly areas. The City’s Mayor Nguyen Duc Chung recently mentioned this ambitious goal with US Ambassador to Vietnam, Daniel Kritenbrink.

Recently, the city has been equipped with 500 on-road-cameras to monitor key routes; the city’s traffic light system covers in 179 traffic nodes.
The online enrollment system covers over 2,700 schools in Hanoi with participaton rate over 70%. In 2017, the city has implemented a system of electronic records on studying performance in about 700 schools.
