Hanoi, Singapore deepen strategic partnership through decentralized cooperation
Hanoi affirms its strong interest in collaborating with the Singapore Embassy to develop practical, long-term projects that reflect the comprehensive strategic partnership.
THE HANOI TIMES — Chairman of the Hanoi People’s Committee, Tran Sy Thanh, discussed strengthening ties between the capital city and Singapore with Singaporean Ambassador to Vietnam, Jaya Ratnam, on June 17.

Ambassador Ratnam reaffirmed Singapore’s commitment to its relationship with Vietnam, noting that the decision to establish a comprehensive strategic partnership was the result of careful consideration.
“Vietnam is the first ASEAN partner and only the third globally with whom we have formed this level of partnership. We are ready to cooperate in a broad and effective manner,” he stated.
The ambassador acknowledged Hanoi’s recent efforts to streamline its local governance structure and expressed strong appreciation for the city’s role as a leader in development within the bilateral framework.
He suggested that Hanoi could serve as a testing ground for projects in smart urban planning, sustainable transportation, digital workforce development, and people-to-people exchanges. Ambassador Ratnam also noted the ongoing training initiatives run by the Vietnam–Singapore Cooperation Center in Hanoi.
Ratnam announced that Singapore is preparing to launch a major cultural program in Hanoi featuring a fine arts exhibition, a food festival, and a showcase of traditional costumes. He hoped the program would draw an enthusiastic turnout from Hanoi residents and help enhance mutual understanding between the two countries.
The Chairman of the Hanoi People’s Committee, Tran Sy Thanh, welcomed these initiatives and affirmed Hanoi’s strong interest in collaborating with the Singapore Embassy to develop practical, long-term projects reflecting the upgraded partnership. He added that cooperation should extend beyond government agencies to include social organizations and local communities.
Thanh also expressed hope that Singapore would share its experience in civic mobilization, urban governance, and human capital development. He said that Hanoi would provide full support for cultural exchange efforts and looks forward to hosting more Singaporean art and sports groups in the capital.
Both sides agreed to maintain regular communication between technical bodies to ensure smooth and effective collaboration.
