The Hanoi People’s Committee has recently issued a plan on further performing tasks and measures to improve business environment and Hanoi’s Provincial Competitiveness Index (PCI) in 2018 and the coming years.
Under the plan, Hanoi sets targets to improve PCI result and ranking in 2018 in comparison to 2017; pay special attention to the critical criteria, such as access to land, fair competitiveness, market entry, dynamism of provincial authorities, legislation and security order, and informal cost; maintain the high-ranking criteria, including service for supporting enterprises and labor training.
The city’s departments and districts publicize information, maintain transparency and publicity, and provide guidance for all decisions, policies, administrative procedures on their websites and portals.
It is expected that the rate of online business registration will reach 100%; 98% of enterprises fulfill online tax declaration and tax payment; all tax refund dossiers are verified in line with law and processed on schedule.
The city aims to reduce at least 50% of products and goods for specialized inspection, and decrease the rate of imported consignments for specialized inspection in progresses of custom clearance to below 10%; maintain a period of 14 days to register for ownership right and use right of property.
Hanoi also strives to be one of the leading localities of Vietnam in applying and launching e-government.
By the end of 2018, Hanoi expects to better online public services, and enhance electronic payment for public services like tax, electricity, water, tuition fee, hospital charge and social welfare payment.
Besides, Hanoi makes effort to improve quality of tourism facilities, health care, safety and security, environment sanitation of tourist attractions. Moreover, the city tries to take comprehensive measures to reduce logistic costs.
