The Hanoi People’s Committee has issued Document No. 1078/TB-UBND with regard to the conclusion of the Chairman of Hanoi People’s Committee on the objective of digitalizing the current database by the end of 2020.
The department will work with related administrative agencies in developing specific plan to digitalize database at districts, wards and departments in Hanoi. As such, related administrative agencies will base on the following criteria: enterprise capability, digital technology, integrated solution with the existing database of Hanoi; method and implementation solution; implementation time and related expenses to invite enterprises offering their services. Afterwards, agencies will evaluate and choose enterprise to carry out the digitalization. With information submitted from related agencies, the Department will review, compare and choose the most suitable enterprise to carry out digitalization. It is expected that by the end of 2020, current database of the city will be digitalized.
Wards, districts, and departments implementing digitalization must send responsible staff to work with chosen enterprise to provide necessary information, arranging information required to be digitalized, allocating suitable workplace for enterprises carrying out the digitalized process, with a view to ensure security to the whole database during the digitalization.
The Department also assigned districts, wards and related administrative agencies to speed up the review process of administrative procedures, developing the International Organization for Standardization (ISO) procedures, standard forms of reports to submit to the Department before September 20. It is necessary to ensure the objective of applying the public online services stage 3 and 4 in 2017.
Municipal People’s Committees are requested to invite enterprises, Department of Finance to organize concentrated bidding process, which is aimed to select the most suitable enterprise to carry out the digitalization process. Touch screen with internet connection will be pilot installed in apartments to promote and support citizens in using public online services.
