Hanoi to boost cooperative ties with Israel, Ireland and England

With an aim to improve the diplomatic relationship between Hanoi and international partners, from September 24 to October 5, Hanoi delegation under the lead of the Deputy Secretary of Hanoi’s Party Committee Ngo Thanh Hang has had a working trip and visit to Israel, Ireland and England.

The visit is an opportunity for Hanoi to improve information exchange, sharing experience, promoting investment and opening new cooperative programs between Hanoi and captials of Israel, Ireland and England. At the same time, the delegation will review and look for opportunities in technology transfer, new development model in fields of high-tech agriculture; training and education; preservation and promotion of cultural heritage.

On September 25, the delegation had a meeting with the Deputy Governor of Tel Aviv – Mrs. Merital Lehavi. At the meeting, leaders of the two cities had discussed common challenges in the process of development, and expressed desires to realize the potential in bilateral cooperation in fields of environmental treatment, innovation start-ups, and smart city development. Mrs. Ngo Thi Thanh Hang highly appreciated development policies of Tel Aviv, stating the strength of Israel and Tel Aviv are what Hanoi wants to push forward in cooperation and learning experiences from, including high tech agriculture, supporting start-ups, environmental treatment, developing smart city and e-government. At present, Hanoi is implementing the proposal of supporting start-ups and innovation start-ups, with the support from leading experts of Israel. Some cooperative projects on clean agriculture have been efficiently implemented in Hanoi. This is the foundation for Hanoi to invite Israel’s experts in many fields to support implementing agricultural and scienctific projects.

Both leaders of the two cities expressed the confidence in the success in cooperation between Hanoi and Tel Aviv. The two sides had agreed some bilateral cooperation programs such as: technological incubator, innovation start-ups, smart city, high tech agriculture, technology transfer, as well as to sign a Memorandum of Understandings between the two capitals in the soonest time. This will be the foundation for two sides to carry out specific acitivities, with an aim to improve and deepen the bilateral cooperation. 

The Hanoi delegation had chance to survey and worked with the Farming equipment and consulting company Green 2000 – a leading company in Israel specializing in consulting and high tech agriculture. Discussing with leaders of the Green 2000, Mrs. Ngo Thi Thanh Hang suggested the company to explore the opportunity of supporting and investing in Hanoi in agricultural related activities. The leader of Green 2000 expressed their interests, showing willingness to cooperate and sharing experiences with Hanoi. In the coming time, the company will send experts to Hanoi. 

During the working trip in Israel, Hanoi delegation had a meeting with some potential investors, including the billionaire Igal Ahouvi, who is having investment project in Hanoi. Mr. Igal Ahouvi said, one of his top priority is to look for opportunities to invest in Hanoi’s real estate.

On September 28 at Dublin, Ireland, the Hanoi delegation had a meeting with the Chairman of Dublin City Council – Mr. Owen P. Keegan. The Deputy Secretary of Hanoi’s Party Committee Ngo Thanh Hang thanked for the warmly welcome of Mr. Owen P. Keegan and the Dublin government. Mrs. Ngo Thi Thanh Hang said Hanoi wants to learn experiences and facilitate cooperation with Dublin in fields such as safe and sustainable agricultural production, training – education, preservation and promotion of cultural heritage.

In welcoming the working trip of the Hanoi delegation to Dublin, Mr. Owen P. Keegan briefed the delegation on the strength of Ireland and Dublin. The two leaders agreed that in the coming time, two sides will facilitate cooperation and experiences sharing in urban management, perservation and promoting cultural heritage for two-way tourism promotion, jointly organizing promotional events on educaiton and tourism of Ireland in Hanoi. On this occasion, Mrs. Ngo Thi Thanh Hang invited the Chairman and representatives of Dublin City Council to visit and work at Hanoi.

During the working trip to Ireland, the Hanoi delegation had a meeting with the Irish Food and Agriculture Committee, the Irish Sustainable Food and Agricultural system and Bord Bia – an Irish state agency with the aim of promoting sales of Irish food and horticulture both abroad and in Ireland. At the meetings, the Hanoi delegation had been shared on experiences on managing and monitoring food safety, research policies, new technology transfer and promoting in Ireland, as well as solutions to support exporting agricultural products, developing brands and credibilty for Irish agricultural products in international market. Leaders of these organizations and agencies had agreed and supported Hanoi requests in providing experts and transferring technologies to train high qualified personnel in agriculture for Vietnam and Hanoi through technical assistances of Irish Foreign Affair and Irish Aid. 

Boosting educational cooperation with England

During the working trip at England from October 2 – 5, the Hanoi delegation had meetings with London, with an aim to share and learn experiences in fields of urban management, training – education, preservation and promotion of cultural heritage for tourism development.

In London, the Hanoi delegation had a meeting with the Chairwoman of London City Council – Mrs. Jennette Arnold. In the meeting, the Vice Chairman of Hanoi People’s Committee Nguyen Van Suu stressed, based on the exising cooperation, Hanoi hopes to deepen the bilateral cooperation: improving the discussion between cities’ leaders; promoting cooperation in the following fields: transport infrastructure master plan, urban management, economic cooperation, especially on finance, culture, trade, education and health.

With regard to education, based on the existing foundation, Hanoi proposed London to: support the improvement of English learning to serve the purpose of integration and developing international workforce, building English examination center; sharing experiences in training high quality human resources, education management, improving efficiency in research and cooperation, especially in scientific cooperation and innovation, students exchange through cooperation between academic institutions; sharing experiences in developing teaching programs in compatible with European programs; 

Mrs. Jennette Arnold said, at present, the English government, as well as the London city highly appreciate the cooperation with Vietnam in economy, trade and tourism. With regard to educational cooperation, Mrs. Jennette Arnold said, training and education have always been the priority in the strategic partnership between Vietnam and England. In this fields, both sides have had important achievements, which is the foundation for development and boosting the friendship between citizens of the two countries, especially the young generations, with an aim to contribute to the sustainable development of the bilateral cooperation. Therefore, Mrs. Jennette Arnold said, she will concentrate on realize these targets to contribute to the development of England and Vietnam, as well as London and Hanoi.
