The research area is planned at the administrative boundary of Tien Duong commune, Dong Anh district, Hanoi, on a total area of nearly 40ha. The estimated population is 11,000 people, according to the project plan.
The target of the planning is to develop a complete pilot social housing area, contributing to the housing fund of the city and meeting the housing demand of those receiving social housing support.
The Hanoi People`s Committee required that the study planning of the pilot project of "Green Link City" time should be no more than 6 months and assigned Hanoi Construction Corporation - Joint Stock Company and  real estate joint stock company Vinalines as the units to organize the planning. It also assigned the Department of Planning-Architecture Hanoi to appraise and approve the project. During the process of planning, the Hanoi People’s Committee authorized a study to maximize planning targets within the legal framework and improve the efficiency of land usage.
Expectedly, this will be an urban area, commercial housing with modern technical infrastructure and environment-friendly facilities. Hanoi will invest into synchronously building technical infrastructure items in the planning land to connect the regional technical infrastructure system and items of key technical infrastructure works, with priority given to schools, landscaping, green parks, sports, and housing areas.

At present, Hanoi is developing commercial housing for resettlement purposes, as well as concentrated social housing in Dong Anh, Gia Lam, Thanh Tri, and Bac Tu Liem districts.
In 2017, some 11 million sq.m of housing were constructed, with 60,000sq.m of social housing, 164,000sq.m of resettlement housing, and over 2.5 million sq.m of commercial housing, while the rest was built by residents, according to the Hanoi Department of Construction report.
