Hanoi to spot check private educational institutions

On December 20, the Hanoi Training & Education has held the meeting to evaluate its performance in 2017 and implementing tasks for 2018 for private educational institutions at the Hanoi Amsterdam High school for the gifted.

As of July 2017, Hanoi has more than 1,000 private educational institutions, in which the rate of language and IT training centers is more than 50%. The total number of teachers working in these institutions is 3,200, among them 800 are foreigners. 


According to the evaluation of the Hanoi Training & Education, the biggest challenge in managing private educational institutions is its large number, along with the growing scale and diversified models, and located in many districts, wards and communes. Moreover, managing these institutions must be based on the Law on Investment, Labor Law, Law on enterprises, Tax Law, Law on Copyright and Intellectual Property, and others. Some regulations in laws have not had specific instruction and incomprehensive, leading to difficulties during the implementation process. This is also an issue causing difficulties in attracting investment, and affecting the operation and development of private educational institutions. 

In the performance evaluation report of 2017 for private educational institutions, a common issue is to have qualified foreign teachers, so that only a few foreign teachers have a full time job in long term (from 2 – 3 years); some institutions have to offer a part time job for teachers at other institutions. The instability in number of foreign teachers has caused inconvenience for students during the study process and affecting the education quality. 

In 2018, Hanoi Training & Education Department will check periodically for 15 – 20% institutions in each field, at the same time cooperating with related administrative agencies in preventing and dealing with violations in education in accordance to the law. 

Director of Hanoi Training & Education Department Chu Xuan Dung said, in order to improve quality in education and putting the operation of private educational institutions in order, the Hanoi Training & Education Department will instruct and cooperate with investigators from districts, wards and commune for periodical check and sport check for 30% of private educational institutions in Hanoi. 

Besides, the Hanoi Department of Training & Education also set target of dealing on time with regard to administrative procedures in related to private educational institutions, with an aim to create favorable conditions for organizations, enterprises registering operation in training, educating and consulting for studying abroad. Also in 2018, Hanoi Department of Training & Education will consider developing software to manage database of private educational institutions. At the same time, the Hanoi Department of Training & Education also have solutions to monitor the output quality of these institutions based on their commitment to students.
