Hanoi tries its best to handle violations of dyke protection law

The Hanoi People’s Committee has recently issued Official Letter No. 2906/VP-KT, requesting relevant agencies, departments of the city and People’s Committees of districts, suburban districts and towns to handle violations of dyke protection law.

The Municipal People’s Committee received document of the General Department of Natural Disaster Prevention and Control, requesting more efforts to complete procedures of the urgent projects on dyke and natural disaster prevention and control, so that they can be implemented soon.

Under the Official Letter, localities shall strictly implement legal regulations on dykes, Directive No. 447/CT-TTg  dated March 25, 2011 of the Prime Minister on increasing effort to handle legal violations in the field of dyke protection, enhancing management of exploitation, transport and trade of gravel and sand which affect the safety of the dykes.
The People’s Committees of all levels shall thoroughly handle cases of violation, and increase administrative fines for violations of dyke protection law, especially the new infractions. Result shall be public widely to the people; popularization of law shall be increased among organizations and individuals.
Agencies and sectors at all levels shall enhance cooperation with each other to fulfill their responsibilities in preventing and handling violations of dyke protection law according to legal regulations. 
The Department of Dyke Management and Flooding Prevention and Control shall increase inspection; urge units and supervise activities relating to the dykes to ensure their safety of the dykes; report the status, result and progress of the urgent projects on dykes, natural disaster prevention and control, as well as plans on dyke maintenance and violations of dyke protection law. The report should detail kinds of violations, violation level, and how the localities handle the violations, and then should be submitted to General Department of Natural Disaster Prevention and Control.
In response to request of the General Department of Natural Disaster Prevention and Control, the Hanoi People’s Committee assigns Department of Agriculture and Rural Development in cooperation with relevant agencies, units, People’s Committees of districts and towns to thoroughly handle the violations, and report to the Municipal People’s Committee as well as Department of Agriculture and Rural Development.
