The cooperation and assistance of Hanoi contribute to the development of Vientiane as well as Laos in general.
Politburo Member, Secretary of the Hanoi Party Committee Hoang Trung Hai on October 11 hosted and welcomed a high-level delegation of Vientiane led by the Member of the Politburo of the Lao People’s Revolutionary Party Secretary and Governor of Vientiane Sinlavong Khoutphaythoune to examine ways to boost ties.
Speaking at the meeting, Secretary of the Hanoi Party Committee Hoang Trung Hai stressed that the Party, government and people of Hanoi always respect and constantly build special friendship solidarity, sticking paint, shared with the Lao People’s Revolutionary Party Secretary and people of Laos, as well as the Party, government and people of Vientiane, and consider this an important part of Hanoi's general affairs.
On the basis of a close and special relationship between Vietnam and Laos, the cooperation between Hanoi and Vientiane, the capital city of Laos, has been enhanced and comprehensively developed across all channels, with many effective projects in areas such as health, education, agriculture, and military.
In November 2017, the two sides signed a memorandum of understanding on bilateral cooperation, focusing on areas of priority and cooperation, including: strengthening contacts and exchanging external relations; strengthening the sharing of experience in building party and political system, the work of developing normative legal documents at the local level, the supervision and inspection of administrative agencies according to their functions and tasks; strengthening cooperation in education and training of human resources, agriculture and justice; public administration reform and e-government building; sharing experiences in developing socio-economic development planning.
Secretary of the Hanoi Party Committee Hoang Trung Hai affirmed that the Party, government and people of Hanoi are excited about the results of good relations and cooperation between the two countries in general, the two capital cities in particular in recent years.
At the same time, the desire to do more has been increasingly practical, effective to deepen cooperation between the two cities, thereby promoting the development of each side, contributing to the stability and development of Southeast Asia.
Hanoi always wants to cooperate with Lao Party, State and Vientiane to exchange information, experience, cooperation and mutual help in building and developing all aspects, Hai noted.

He also expressed thanks for the valuable cooperation of Hanoi, especially the projects have been deployed in the capital Vientiane. The Governor of Vientiane Sinlavong Khoutphaythoune emphasized the cooperation and assistance of Hanoi contributing to the development of Vientiane as well as Laos in general.
According to a comprehensive assessment of the results achieved after the implementation of the bilateral cooperation agreement signed in November 2017, the two capitals have done well in 8 out of 12 articles in the memorandum of cooperation. The most success was the deployment of high-level exchanges between the two capitals.
When it comes to the potential and strengths of cooperation between two capitals, the Governor of Vientiane Sinlavong Khoutphaythoune wants Hanoi - Vientiane to continue deepen cooperation in many fields, especially economics, trade and tourism.
On behalf of the leaders of Hanoi, Secretary of the Hanoi Party Committee Hoang Trung Hai agreed with the recommendations and proposals for cooperative contents of the Vientiane official, and assigned functional departments of Hanoi in coordination with Vientiane's functional departments to concretize and continue to successfully implement the contents agreed to by officials of the two cities.
