A decade after the decision allowing Hanoi to expand its administrative boundaries, the city has made long strides in development, while still having weaknesses that need to be addressed in infrastructure, traffic, land management, etc, Secretary of the Hanoi Party Committee Hoang Trung Hai has said in an article for Hanoitimes. He listed out six missions for the city to keep thriving in the future.

Secondly, the municipal authority needs to strictly monitor urban development, in line with master plans. The management of land, construction, traffic safety would be tightened, heading to a clean, green and beautiful city.
Thirdly, the city should speed up the new-style rural model, basing on agricultural development. Until 2020, it’s targeted that 80% districts and communes of Hanoi will meet the new-style rural requirements. The main goal is to shorten the gaps between rural and urban areas.
Fourthly, the city aims to develop its culture, preserve historic, traditional values while adding new cultural constructions, entertainment sites to attract tourists. The building of charming and civilized Hanoian culture should be remained while the education and training needs boosting.
Fifthly, the city would enhance its political missions of all management levels.
Last but not least, Hanoi needs to focus on national and security defense, ensuring the social safety and peaceful life for its citizen with the slogan “Peace for development”. The city keeps proactively integrating with the cities worldwide, spreading its partnership with other localities of Vietnam.
On May 29, 2008, over 92% of National Assembly deputies approved the resolution to expand the administrative boundaries of Hanoi.
Under the resolution, with the consolidation of the whole area of Ha Tay Province, Me Linh district of Vinh Phuc province and four communes of Luong Son district of Hoa Binh province, the expanded city would cover an area of 3,324 square kilometers.
Currently, Hanoi population has reached nearly six million, with 29 administrative units of districts and 575 units of communes, wards and towns.
During the past ten years, Hanoi has achieved remarkable targets with average annual GRDP of 7.41%, the absolute figure in 2017 was 1.9 times that of 2008. The average per capita income has risen to US$3,910 in 2017, 2.3 times that in 2008.
The city has attracted 3,237 foreign direct investment (FDI) projects, with registered capital totaling US$19.1 billion. In 2016, 2017 and the first 6 months of 2018, FDI commitments totaled US$12.46 billion, equal to 59% of the total FDI in the 1986-2015 period.
At the same time, the city attached high importance to social welfare with its US$2 billion spending within four years to build four million square meters of social housing for low income people. The city aims to reduce the poverty rate which is at 1.69% to under 1% by the end of 2018.
Under a master plan until 2020 with vision to 2030, Hanoi will focus on making three breakthroughs including infrastructure improvement, administration reform and high-quality human resources.
