Ho Chi Minh City issued 31 modern living criteria

The set of criteria focuses on 6 content groups, in which "good to people" is supposed to show the spirit of the Saigonists.

The Ho Chi Minh City Research and Development Institute has just completed a draft of criteria for civilized, modern and meaningful living. Based on this principle, the city will implement key programs and plans.

The research unit generates 31 criteria in 6 content groups. The most important goal is to focus on good service for people's life, creating a favorable and equitable business environment for enterprises.

Criteria are also directed to the motto of development for the community, creating a consensus for the people together with the government to build and develop the city.

In the political and state management group, the research institute included criteria such as building government, administrative reforms, raising the effectiveness of friendly relations and so on.

Economic criteria include sustainable growth, modern structure, supporting the start-ups, etc.

The rules to build modern culture, strong identity is to build civilized urban lifestyle, create more cultural space, poverty alleviation and social inequality. 

In terms of health and education, cities need to build high quality centers and modernize their facilities. Ho Chi Minh City also aims to protect the environment, strictly manage the planning for urban construction and technical infrastructure.

According to the research institute, the content group is one of the important factors for the city. The city will focus on developing better social policies such as poverty reduction, social welfare, helping people in risk and natural disasters.

The criteria set by the HCMC People's Committee for Development Research Institute since 2008, in the context of many countries and cities around the world to build strategic vision for urban development. 

Criteria is a system to measure and specify the objectives of the Party, the authorities of Ho Chi Minh City as well as evaluate the quality of life of people. However, the contents still need to be evaluated and completed.

Though many travellers might be shocked when they visit Vietnam’s chaotic biggest city for the first time, Ho Chi Minh City (formerly known as Saigon) is beloved by its residents as a place of surprising calm and order.

The bustling city also offers friendly faces, an active social scene and some of the best (and cheapest) street food on the planet.
