Human factor plays critical role in building digital economy in Vietnam: PM

Intelligent human resources and creativity are the driving force for economic development in the Fourth Industrial Revolution, also known as Industry 4.0.

At the Vietnam ICT Summit 2018 in Hanoi on July 18, Prime Minister Nguyen Xuan Phuc emphasized that building digital economy in Vietnam needs preparation for human resources 4.0.

With the theme of "Towards digital governance and digital economy", this is the eighth Vietnam ICT Summit held with the participation of representatives from central and local agencies, the leading information technology (IT) companies across the country.

Addressing the event, Prime Minister Nguyen Xuan Phuc emphasized the goal of successfully building an e-government towards digital government inVietnam.

He said that the world is moving from the era of electronics, automation and computerization to the era of digitization and artificial intelligence.

The Industry 4.0 will open a new era - the digital age, that is predicted to strongly affect all activities of the government and the whole society. This is a historic but challenging opportunity for Vietnam’s reform and development, the PM added.

Phuc also stressed that in order not to miss this opportunity, the government must transform itself into a government of the 4.0 era, with capability of managing national development in the digital age.

At the same time, the levels, sectors and the whole society need to change from awareness to action to promote the advantages brought about by the application of IT and digital technology and meet the challenges of the digital economy.

Three main pillars of digital economy in Vietnam

PM Phuc said that there are many ideas that it is neccessary to build digital economy in Vietnam based on three main pillars.

The first one is digital infrastructure and services, including hard infrastructure and telecommunication network that underpin the soft infrastructure and the digital service to optimizes the economy.

The second one is a digital resource that includes an open ecosystem of knowledge and information that is conducive to timely predictions bringing high economic efficiency.

The third one is digital conversion policy, including services, policies for transforming e-government into digital government, training policy for well-qualified digital human resources, digital business investment policy, information security policy, digital rights and intellectual property.

The PM also said that the establishment of e-government should be closely linked with the role of the head, accelerating the application of IT in administrative reform, ensuring effective implementation.

Some key tasks ahead

In the short term, PM Phuc pointed out some key tasks to focus on, as follows:

Firstly, it is neccessary to further improve the quality of legal institutions and policies for e-government construction, especially investment in IT; connection, data sharing; protection of personal information; personal electronic authentication and so on.

Secondly, building digital economy in Vietnam needs preparation for human resources 4.0. Intelligent human resources and creativity are the driving force for economic development in Industry 4.0.

Thirdly, it is neccessary to develop technology, focusing on deploying e-government technology platform solutions for the government’s direction.

Fourthly, efforts need to be made to diversify resources to develop e-government on the basis of identifying key objectives and priorities for investment in the short and medium term, both in terms of financial resources and human resources.

Fifthly, it is neccessary to further promote the role of enterprises, attaching importance to raising the capacity of experts.

The PM emphasized that it is neccessary to improve communication efficiency, awareness of e-government, digital economy and digital infrastructure.
