Implementing "Year of administrative discipline in 2017": Specifying determination

Directive No. 01 / CT-City People`s Committee on the organization of the "Year of administrative discipline in 2017" will be deployed by districts, departments, organizations shortly after being issued.



 
With the establishment of his Task Force, Prime Minister Nguyen Xuan Phuc expects the whole administrative system to move forwards to achieving the goal of building a constructive Government.

The road from words to actions must be shortened. Four months after taking office, PM Phuc decided to establish a Task Force led by Minister-Chairman of the Office of Government Mai Tien Dung.

A key responsibility of the team is to supervise and accelerate the implementation of tasks delegated to ministries/localities by the Government and the Prime Minister.

The Ministry of Culture, Sports and Tourism was the 14th destination that the Task Force has visited while the first big ones were the Ministry of Planning and Investment and the Ministry of Finance.

The format of each working session includes review of assigned tasks done by each ministry/locality and informing the Government chief’s directions for newly-emerging issues within management of such ministry/locality.

Reports on the outcomes of the working sessions presented at the monthly Cabinet meetings showed that some of the tasks delegated to ministries/localities have been overdue due to different reasons.

The team’s inspection has forced leaders of ministries/localities to closely monitor their inferior units in carrying out assigned tasks timely, especially those related to institutional building – the focal point of a constructive government that PM Phuc is pursuing.

It also helps the Government and the Prime Minister to know exactly obstacles that hinder the process of implementing tasks so that necessary interventions can be taken to remove such obstacles.

More importantly, the Task Force is a tool to inspire the whole administrative system to be creative and drastic in performing their duties because one of the administrative system’s weaknesses is implementation capacity.
