Prime Minister Nguyen Xuan Phuc stressed the necessity to establish National Committee for e-Government development.
"Without integration, administrative reform, especially technologies application and e-Government establishment, Vietnam's development will be restricted due to low productivity," said Phuc at the government meeting on May 14.
The Committee will be headed by Phuc who will be assisted by Deputy PM Vu Duc Dam as Vice Chairman and Minister-Chairman of the Government Office Mai Tien Dung as Secretary General.
The move aims to accelerate e-Government development, which is expected to contribute to pushing back corruption and wrongdoings.
Pointing out the fact that some ministries and agencies have belittled or warded off e-Government development, the Government chief called on each and every Cabinet member and locality to join hands.
He stressed the importance of innovative approaches with core solutions to improve the effectiveness of e-Government development.
E-Government development must be closely linked with administration reform and information and technology application in all levels and sectors, said Phuc, in which technologies will be an important instruments for administration reform.
He emphasized the need to improve legal framework on e-Government development. The Ministry of Information and Communications was assigned to mull over a Decree on protection of private data and another Decree on data sharing.
Phuc tasked the Government Office to submit to him a plan on data connection and sharing among administrative agencies in November this year. The Government Office should be pioneer in facilitating a "paperless office". The move is aimed to reduce meeting time, paper works, so that leaders can make decisions quickly.
The Government Office was assigned to coordinate with the World Bank to seek proper resources, especially technical assistance for e-Government development and report to the Government and the PM for consideration.
The PM also asked VNPT, Viettel and FPT corporations to dispatch experts to help the Government Office in e-Government development .
Ministries and cities/provinces are previously requested by Deputy PM Truong Hoa Binh to release the ministerial and provincial level e-government framework before September 2018.
That said, related ministries and provinces/cities should develop public online services and a single-window software based on the restructuring of existing resources. The process should be carried out by a single agency at each ministry and province.
Meanwhile, each ministry and province must use a single software. The development of this software must be compliant with instructions and technical specifications provided by the Ministry of Information and Communications (MIC), as well as other ministries.
At the same time, MIC will co-operate with the Government Office and other ministries and provinces/cities to propose a synchronized single window software. As a result, MIC will select the appropriate proposal for pilot implementation, recommending it to the Prime Minister for wide use in the future.
Viet Nam ranked 83th out of 193 countries and territories on the e-Government development index (EGDI) in 2016, up ten places from 2014, according to a survey by the United Nations.
