PM Phuc warmly welcomed the new Deputy PMs, ministers, and ministerial-level leaders who were ratified by the NA and appointed by the State President. He said that it was a great honour and heavy responsibility entrusted by the Party, State, and people.

Mr. Phuc emphasized that the first meeting discussed pressing issues in April and the next few months such as response to natural disasters, settlement of business obstacles, budget collection, cumbersome apparatus, social evils, food hygiene, diseases, and traffic accidents. The Government leader highlighted the determination to combat corruption and exercise disciplines. He asked Government members to take early actions to fulfil the assigned missions.

In April, the PM plans to chair a business conference to resolve obstacles for enterprises; another on food hygiene; and put forth specific measures in response to natural disasters.

In the short term, the Ministry of Planning and Investment was assigned to research on specific regulations on ODA and public debts with a view to reducing budge burdens and developing the investment and business environment.

The State Bank of Viet Nam was asked to keep a close watch on non-performing loans and ensure safety of the credit system. The Ministry of Finance was entrusted to report on usage of public assets and propose useful measures to prevent wastefulness. The Ministry of Information and Communications and the Office of the Government were asked to promote the building of e-Government.

The government is determined to facilitate entrepreneurship, safeguard national sovereignty and drastically fight corruption and wastefulness. PM also admitted that the new government is facing challenges that need to be overcome, including the severe drought and saltwater intrusion in the Central Highlands and Mekong Delta, business shut-downs and limited revenues to the State budget.

As it is three and a half months away from the election of deputies to the 14 th National Assembly and the People’s Councils at all levels for 2016-2021, he asked the government to stay united and pool all possible resources for national development by driving back bureaucracy and promptly settling issues of public concern.

The government will also open conferences on food hygiene and safety as well as disaster recovery. Relevant ministries and agencies were requested to refine a resolution on improving the business climate, bettering ODA disbursement, management of public investment and ensuring the safety of credit institutions while preparing for the 2016-2021 government agenda.
