The street is named of Phan Dinh Phung (1847 - 1895) the Dong Thai village, Son La District (now Tung Anh Commune, Duc Tho district, Ha Tinh province, Hanoi). He was the leader of Ha Tinh insurgents fighting against the French 10 years under reference contraction Can Vuong of King Ham Nghi. He died on 1895 December 28 at Quat mountains in the Truong Son.
