At the regular meeting of the Government dated on May 4-5, referring to the existing problems emerged in the socio-economic performance, Prime Minister Nguyen Xuan Phuc proposed that the Government should be united, calm and more determined in the direction and management.

At the meeting, PM Nguyen Xuan Phuc stressed that the Government must change its working method so as not to be a burden of citizens and businesses. It is necessary to reduce and work towards eliminating “ask-give” mechanism and the Government will only focus on making policies and creating an environment conducive to business development, he added.
Regarding coming central tasks, PM Phuc said the Government would strive to achieve the growth rate of 6.7% this year, control inflation and ensure social security. He tasked the State Bank of Viet Nam to gradually lower lending rates and spur credit growth in priority areas.
The Ministry of Planning and Investment is responsible for improving mechanisms and policies and evaluating the efficiency of investment under the public-private partnership model in order to design proper solutions.
The Government chief assigned the Government Office to coordinate with the Ministry of Planning and Investment and the Chamber of Commerce and Industry to monitor and inspect the removal of obstacles and difficulties raised at the recent conference between the PM and business leaders.
The Government declares war against insanitary food, said PM Phuc, adding that an Instruction will be issued soon to direct this work. For mass fish deaths along the central coast, PM asked for quick conclusion and publication of the causes leading to the mysterious fish deaths while reviewing all production facilities, especially big ones.
The Government also discussed socio-economic performance in April and the first four months of 2016; the settlement of mass fish deaths in the central region; a statement on the ratification of the Trans-Pacific Partnership (TPP); a draft resolution on supporting enterprises to become the driving force for economic growth.
PM Phuc highlighted the special significance of the meeting following the debut of the new Government with 21 members. Mr. Phuc called on Government members to cooperate to drastically realize the set goals. Right after the new Government was established, a number of problems emerged, including lower economic growth in Q1 at 5.46% (in comparison with 6.12% in Q1, 2015); rising CPI (up 1.33%); serious droughts, saltwater intrusion, and the mass fish deaths in the central region.
In addition, corruption, discipline observance as well as administrative barriers still remained complicated. The PM tasked Government members to figure out measures to attain the 6.7% economic growth rate and keep inflation rate at 5%.
“The Government honors the business circle and pledges to remove difficulties for business development; regards 2016 as the year of start-up for all walks of life; protects the rights to property ownership and business of people; consolidates stronger market confidence,” he added. PM Phuc also said that the Government would focus on institutional building; tighten administrative laws; and uphold democracy especially for vulnerable groups in society.
Regular meeting of April the Government will continue for today (May 5). The members of the Government continue to hear reports of troubleshooting environment caused by mass death of fish in some central coastal provinces; consider ratifying the Agreement Proposal of Trans-Pacific Partnership (TPP); and so on.
