On January 4, 2016, on behalf of the Political Bureau, General Secretary Nguyen Phu Trong issued the Directive No. 51-CT / TW on leadership elections to request Party Committees and organisations to make thorough preparations for the upcoming elections of deputies to the 14th National Assembly and People’s Councils at all levels for the 2016-2021 tenure.
The election of deputies to the National Assembly elections XIV and People's Council at all levels for the period 2016 - 2021 is scheduled to begin on the May 2, 2016, the Political Bureau called for efforts to ensure that the elections take place in a democratic, equal and safe environment in line with the law.
The Party Committees and organisations were urged to nominate their top candidates based on performance, and ensure a fair ration of sexes, ethnic groups, religions and young representatives in line with the Election Law. Deputies should have different professions such as scientists, artists, workers, farmers and businesspeople, among others, the directive said.
Nominations and self-nominations must be carried out in line with the law under instructions from competent agencies, the Political Bureau said, urging the best possible conditions for all citizens to exercise their rights to nominate and self-nominate.
The Political Bureau also highlighted the efforts being made by the Party, army and people to raise public awareness of the general election’s significance, regulations stipulated in the Election Law, and the roles and positions of deputies, the National Assembly and People’s Councils in the State apparatus, as well as the rights and obligations of citizens in building a pure, strong and efficient State apparatus.
Another important task is to guarantee political security, social order and safety during the general elections, the directive noted. The general elections are a significant political event as they will take place after the 12 th National Party Congress, slated for early 2016, and at a time when the national reform process is in full swing but faces a range of difficulties and challenges ahead.
