Hanoi considers administrative reform to improve the satisfaction of local residents and enterprises as a key mission of the city authorities in 2018.

The Capital has been taking specific action to create new changes in institutional reform.
Accordingly, since the beginning of 2018, Hanoi has issued many plans on comprehensively evaluating the situation of law enforcement of agencies, organizations and individuals in fields of fire prevention and fighting, natural resources and environment, health, labor, invalids and social affairs, etc, contributing to improving the awareness of agencies, sectors and levels and gradually put the monitoring of law enforcement in order, etc.
Moreover, the Capital city has paid special attention to strengthening law communication and education among people, organizations and enterprises in the area. Particularly, the Municipal People’s Committee has granted plans on promoting the popularization of Constitution, Capital Law and legal documents; collected opinions of officials, public servants, citizens and enterprises for draft legal documents; given full information of new policies and results of implementing missions of politics, socio-economic development, contributing to implementing the working theme “Year of improving the capacity and efficiency of the political system in 2018”.
Along with law communication via traditional channels, Hanoi has strengthened the popularization on online newspapers and social pages and made greater gains. The website at address http://pbgdpl.hanoi.gov.vn is put into operation, bringing high efficiency of law popularization.
Besides, in the first quarter of 2018, the Municipal People’s Committee has released six legal documents, such as: Decision No. 04/2018/QD-UBND on repealing Article 11 of Decision No. 51/2013/QD-UBND dated November 22, 2013 on granting regulations on collection and use of other revenues in public general education establishments in the area (except high quality public education institutions); Decision No. 05/2018/QD-UBND on adjusting the Annex in Decision No. 44/2017/QD-UBND dated December 15, 2017 on regulating car, motorbike, bicycle parking fees in the capital city, etc.
