Presidential Office promulgates six new laws

The Office of the State President convened a press conference to announce the State President’s orders to publicize six new laws which were passed at the recent fourth session of the 14th National Assembly.

They are the Forestry Law, the Law on Amending and Supplementing a Number of Articles of the Law on Credit Institutions, the Law on Amending and Supplementing a Number of Articles of the Law on Overseas Representative Missions of the Socialist Republic of Vietnam, the Fisheries Law, the Law on Public Debt Management, and the Planning Law.

The Law on Amending and Supplementing a Number of Articles of the Law on Credit Institutions will take effect on January 15, 2018. 

Meanwhile, the Law on Amending and Supplementing a Number of Articles of the Law on Overseas Representative Missions of the Socialist Republic of Vietnam and the Law on Public Debt Management will be enforced as from July 1, 2018. 

The three remaining laws – the Forestry Law, the Fisheries Law and the Planning Law, will take effect on January 1, 2019.

The laws are the Law on forestry; the Law on credit organizations (revised); the Law on Vietnamese representative offices in foreign countries (amended); the Law on Fisheries; the Law on public management, and the Law on planning. 

The Law on forestry comprises 12 chapters with 108 articles, up four chapters and 20 articles in comparison with the 2004 version. It is of significance to national politics and socio-economic development especially forest workers. The law will come into force on January 1, 2019. 

The 2017 Law on Forestry divides forest ownership into two types: first, forests that are owned by the people but the State is their sole representative; and second, forests owned by organizations, households or individuals in accordance with Vietnamese laws.

The Law on credit institutions (amended) will take effect from January 15, 2018.

The Law on Vietnamese representative offices in foreign countries (amended) was issued to implement the 2013 Constitution and will come into effect since July 1, 2018. The new law adds 11 articles out of 36 remaining ones in the previous version. It targets to improve diplomatic activities; national status and prestige; and catch up with the current requirements for international integration. 

The 2017 Law on fisheries comprises nine chapters with 105 articles; clearly stipulating management competence of the State and sectors; role decentralization for localities. 

The 2017 Law on public management replaces the latest version in 2009. It consists of 10 chapters and 63 articles on public management including mobilization and debt payment.  

The Law on planning included six chapters, 59 articles and three appendixes, stipulating regulations on arrangement and distribution of space for socio-economic development, national defense, security, infrastructure, natural resources, and environmental protection.
