On the afternoon of October 28th, Chairman of Hanoi People’s Committee Nguyen The Thao worked with the delegation of Saitama province, Japan led by Mr. Kiyoshi Ueda, Governor of Saitama city.
At the meeting, the two sides confirmed the contents of cooperation in the memorandum of understanding between Hanoi and Saitama city which (signed on January, 2014) is being actively implemented and effective.

According to Governor Kiyoshi Ueda, a group of 12 large companies in the fields of finance, banking, investment expressed their love and desire to help Hanoi city. He said the Sataima has one center on international scale studying environment with new facilities and modern proposing to receive about 10 people from Vietnam to study at this center during more than 10 weeks.
In addition, he proposed that Hanoi should review mechanism of capital disbursement on construction of Vinh Tuy Bridge 2 in the form of ODA and private enterprises so that Saitama have a plan to work together. Accordingly, the bank JBIC (Japan) is willing to guarantee 100% of the capital for Hanoi to which is estimated 200 million loan through the government of Vietnam to the project. Regarding to this problem, Chairman of Ha Noi People's Committee Nguyen The Thao said the project financing mechanisms Vinh Tuy Bridge 2 has been assigned for a specific unit which Saitama cooperate with.
In the atmosphere of sincerity and openness, Chairman Nguyen The Thao also stated that the City leaders plan to remediate Lich river which is over 10km long and also a significant cultural history of Hanoi. He proposed Mayor Saitamal as well as Japanese companies to investment funds and technology renewing the river. The environmental remediation is a symbol of friendship of Saitama Prefecture and Hanoi like Nhat Tan bridge - symbol of friendship 2 of Vietnam and Japan.
