For nearly 4 years, Hanoians, especially cadres, civil servants, and workers have been familiar the phrase “Code of Conduct”, a basis for advocacy, guiding and educating people to live and behave in accordance with the norms of society.
It is a good sign as the conduct has been changed positively in many places and different periods. The message of civilized code of conduct has spread today. With the leading role, Hanoi cadres, civil servants, public employees and workers still need to make more efforts to deserve to continue and keep it for being civilized people of the capital city.
Remarkable changes
At the beginning of 2017, the city issued two codes of conduct and one of which was for public officials and employees of Hanoi. Up to nowSo far, the Department of Home Affairs has had conducted inspection of state-owned organizations and units civil servant’s conduct. “After one year of implementing, we have seen remarkable behavioral changes for better as that the organizations and units have seriously followed the contents of the code of conduct.

The rate of timely processingclearance of procedures has been raised faster over the years, from 95 per cent in 2017, to 97.3 per cent in 2018, 98.8 per cent in 2019, and 99.8 per cent in the first 10 months of 2020,” Director of the Department of Home Affairs, Vu Thu Ha said.
Besides, the city ranked 9th in the administrative reform index in 2015, the third in 2016 and from 2017 until now it has kept its ranking second position out of among 63 provinces and cities.

People a Appreciate public service’s improvement
The changesimprovement in public service quality arehas also shown been evidenced in the survey of people's opinions. Head of the Social and Cultural Department of the People's Council, Nguyen Thanh Binh, said that the code of conduct of code has come to life. In addition, political and social organizations and unions not only have actively and strictly implemented the code of conduct but also organized activities and programs to promote it, contributing to building a civilized culture environment for families at home and companiesat work.
For example, the City Women's Union launched the campaign "Capital women behave beautifullynicely" or the Hanoi Youth Union collaborated with the Hanoi Department of Education and Training to build a joint program in schools in Hanoi on good manner in public behavior cultureplaces and coordinated with the Department of Transport, the Department of Finance, and the City Police to deploy "The squad of young volunteers with quick response to traffic incidents" and so on.
With these efforts, civil servants and public employees have met the needs of the people.
Ms. Nguyen Thi Hue (Di Trach commune, Hoai Duc district) said that when she came to do administrative procedures paperworks at public offices, the staff warmly welcomed and instructed her carefully.
Meanwhile, Mr. Pham Duy Tan (Quynh Loi ward, Hai Ba Trung district) commented that employees working in the administration are also more friendly and attentive than before.
Studying regulations on violation fine
Despite positive changes, there are violationsstill shortcomings due to the lack of fine regulations, according to Deputy Director of the Department of Culture and Information Bui Thi Thu Hien. "The implementation of the code of conduct would be is ineffective becauseif the communication the propaganda is not diversified. Therefore, in the coming time, it is necessary to strengthen the propaganda the work in various forms and the authority needs to mobilize people to implement the code of conduct," said former Vice Chairman of Hanoi People's Committee, Vice Chairman of the Standing Committee of Program 04/Ctr-TU Ngo Van Quy.
