The move is part of an evaluation process for the 2020 Satisfaction Index of Public Administration Services (SIPAS) held by the Ministry of Internal Affairs.
Vice Chairman of the Hanoi People’s Committee Nguyen Van Suu on September 21 issued document No.4594/UBND-SNV on conducting a survey to gauge the public’s satisfaction towards state agencies.

The move is part of an evaluation process for the 2020 Satisfaction Index of Public Administration Services (SIPAS) held by the Ministry of Internal Affairs.
The municipal People’s Committee requested all local administrative units to actively take part in the survey, while people are encouraged to realize their rights by answering all questionnaires.
The selection process of a sample questionnaire is set to be completed before September 29.
The Satisfaction Index of Public Administration Services (SIPAS) in 2019 was 80.09%, slightly lower than the result of 83% in 2018.
In 2019, Hanoi’s authorities delivered 11.4 million administrative transactions on time, or 99.1% of the total, while the number in the first quarter of 2020 was 1.87 million, equivalent to a rate of 99.8%.
Additionally, 1,421 out of 1,611 administrative processes are carried out online at advanced stages of three and four out of a four-level scale, or 89% of the total, of which 388 are at stage 4.
To date, Hanoi has integrated 48 public online services to the national service portal, and an additional 200 are expected to follow suit by the end of June.
Among measures to boost the administrative reform, Hanoi is encouraging its citizens to use public online services at advanced stages, a key step to build e-citizens and a smart city, while evaluating the satisfactory of citizens and enterprises towards the quality of public services at the city’s 22 departments and 30 districts.
