This can drive innovation, develop science and technology, and boost the capital's economic and social growth, he told a meeting between the city authorities and scientists.
"To achieve sustainable double-digit growth, innovation and startups are crucial, and it should start with creative products made by students," he said.
With many universities, colleges, and research institutes, Hanoi has a valuable intellectual resource to foster innovation and development."
Regarding innovation, Hanoi can launch sandboxes to test and experiment tech and science projects, said former Minister of Science and Technology Nguyen Quan.
Quan said the city needs to set clear goals, and choose key scientific and technological products to focus on, such as semiconductors or AI chips.
Hanoi can select specific organizations to test these mechanisms. If successful, the model can be expanded to others, Quan added.
To do this, the capital should take advantage of the revised Capital Law, he said.
From a business perspective, Nguyen Van Khoa, CEO of technology and telecom group FPT, said Hanoi must be a pioneer in the scientific and technological revolution.Th e city should focus on private enterprises, especially those in science and technology.
"Businesses should be assigned major strategic challenges based on the city's real needs, meanwhile, Hanoi should implement policies for funding and tax incentives," said Khoa.
According to Nguyen Van Phong, Permanent Vice Secretary of the Hanoi Party Committee, Hanoi aims to enhance science, technology, and innovation as one of its three strategic breakthroughs for sustainable development from 2020 to 2045.
Phong said Hanoi recognizes its unique advantage in having many scientists and research institutes. The city will strengthen its connection with scientists and soon launch a citywide innovation network.
Hanoi People’s Committee Chairman Tran Sy Thanh said the city appreciates experts and scientists for their innovative ideas and practical solutions. "These insights provide scientific and practical foundations for the city's planning and key tasks for 2025."
Thanh said the city wouldl actively develop specific policies for science, technology, innovation, and digital transformation, ensuring the best conditions for individuals, organizations, and businesses.
Following the Politburo’s Resolution 57-NQ/TW (dated December 22, 2024) of the Politburo, and the Government’s Resolution 03/NQ-CP (dated January 9, 2025), Hanoi aims to become a top science, technology, and innovation hub in Southeast Asia by 2030.
By 2030, digital economy should account for at least 40% of Hanoi's GRDP. Over 50% of enterprises should engage in innovation. The city aims to attract one or two major technology corporations to invest in research and production, boosting the high-tech industry.
Hanoi strives to be among the top three localities in Vietnam for the Local Innovation Index. It aims to build a comprehensive innovation ecosystem, develop digital infrastructure, expand 5G coverage citywide, and gradually establish a smart city model.
Advanced technologies such as artificial intelligence (AI), big data, blockchain, and semiconductors will be encouraged for research, development, and application.
By 2045, Hanoi envisions becoming a leading science and technology center in Asia, driving the knowledge economy and regional innovation.
The digital economy should contribute at least 50% of GRDP, providing a solid foundation for sustainable economic growth and making Hanoi an attractive destination for high-tech businesses.
