Synchronous measures to improve labor productivity

Accelerating agricultural restructuring, powerful and comprehensive development of human resources, effective implementation of the national program on technology innovation, efficient exploitation agreements, commercial commitments are core measures to be performed in the future to improve the productivity of Vietnam.

According to ILO and ADB's report published on August 19, 2014 on ASEAN labor productivity, labor productivity in Vietnam in 2007-2013 has seen improved significantly, narrowed the gap with other countries in the region. Labor productivity of the ASEAN countries in 2007  2.12 times higher than that of Vietnam, by 2013 this gap had narrowed, 1.98 times.
The report shows that the labor productivity of Vietnam is still very low in ASEAN. Many suggested that, due to the occupation of lower labor Vietnam should lead to this situation.
However, according to experts, this judgment is not properly reflect the nature of labor productivity and the reality of Vietnam. Because labor productivity is the result of long-term development of the country and governed by many factors, not just from the labor qualifications. Therefore, to improve national productivity require synchronous solutions and take steps to increase the productivity of each sector of the economy: agriculture, industry and construction, and services.

There is a paradox to be pointed out that although Vietnam is beyond Singapore, Malaysia and Thailand in the skills competitions, but the labor productivity of Vietnam 15 times less Singaporean, Malaysian least 5 times and only 2/5 of labor productivity when compared with Thailand. The question is, how to reform the way, improve the efficiency of vocational training according to market mechanisms to meet the needs of the business?

According to Mr. Duong Duc Lan, before 2000, we trained in the form of "nothing to teach it," but then in 2000 moved from providing direction towards the bridge. To remove this difficulty, an economist Nguyen Minh Phong proposed mechanisms need policies to encourage enterprises to invest in the technology closer to reality. We have made such moves have policies to encourage enterprises to establish enterprise funds; and deductions for investment expenses on science and technology before calculation of tax. Besides, we also have to create equal access to funding national science and technology for enterprises.
At the same time, to effectively implement the national program on technology innovation and development of high technology products and countries. In particular, mechanisms need to be applied to order, encourage and support enterprise technology innovation, use of high technology research and development, attract investors and foreign investment in manufacturing high-tech and support industries.
