Hanoi designed and built a pilot model of urban government organization in the district area to make it streamlined and appropriately managed.
The scheme of urban government must create a better mechanism for Hanoi, Prime Minister Nguyen Xuan Phuc said at the working session on a pilot project of management according to the model of urban government in Hanoi on January 22.
Phuc stressed the spirit of further authority delegation for Hanoi. "What Hanoi does better will be decentralized for Hanoi to do", the PM cited.
He said that it is the right time to have policies to better promote Hanoi’s role and special position to the country, help Hanoi solve the remaining issues.
Speaking at the session, Secretary of the Hanoi Party Committee Hoang Trung Hai said that Hanoi has conducted research on eight branch projects to serve the scheme of urban government, organized evaluations and sociological studies on affected subjects.
The proposed scheme will focus on giving more autonomy to Hanoi in administrative decisions based on descentralization and authority delegation from the central government and ministries.
Hanoi has organized a wide conference on the scheme of urban government to all levels, from communes and wards, to districts and cities, Hai said.
For his part, Chairman of the Hanoi People's Committee Nguyen Duc Chung presented the proposal of a pilot project of urban government model for Hanoi city.
Besides, the city designed and built a pilot model of urban government organization in the district area which is streamlined and managed appropriately, ensuring the centralized, unified, effective state management to reduce intermediate steps, Chung added.
