This initiative is part of a plan issued by the Hanoi People's Committee to implement the project "Supporting Women's Cooperatives to Participate in Management and Job Creation for Women Workers until 2030."

Funding for this project includes allocations from the State budget and contributions from enterprises and cooperatives. It will be implemented in two phases, including 2023-2025 and 2025-2030.

The beneficiaries of the project include women-led cooperatives, cooperatives that create employment opportunities, members of the Vietnam Women's Union, and workers of cooperatives.

The project aims to boost the effectiveness of cooperatives run by women, improving the material and spiritual lives of their members and workers.

By 2025, Hanoi aims to build the operational capacity of at least 30 women-led cooperatives and create jobs for about 600 cooperative members, a major improvement compared to 15 years ago when Hanoi expanded its administrative boundary expansion in 2008

By 2030, approximately 15 new women-led cooperatives will be set up and the operational capacity of 15 existing cooperatives will be improved with the support of the project.

By the end of 2022, the city had a total of 2,374 cooperatives, an increase of 143% over the previous five years, and 20 cooperative unions. Hanoi targets to establish about 100 new cooperative groups and 100 cooperatives per year by 2030.
