Vietnam aims to have 50% of administrative procedures handled online by 2023 as part of its efforts to increase the proportion of people and businesses using online public services and digital platforms.

It is part of the National Committee for Digital Transformation's 2023 Action Plan on Digital Transformation.
Under the plan, Vietnam will complete the information system for managing administrative procedures at the ministerial and provincial levels and integrate it into the national online public services portal and the one-stop public services system in 100% of the ministries, branches, and localities.
Other targets are to increase the proportion of online payments through the national public service portal to about 30% of the total number of public service payment transactions and to increase the proportion of online payments through the national public service portal for administrative procedures to 60%.
Vietnam has set a plan to improve the quality of online public service delivery at all levels, promote the digital economy, and develop platforms to meet the demand of individuals and enterprises.
Prime Minister Pham Minh Chinh, also Chairman of the National Committee for Digital Transformation, has asked all ministries, sectors, and localities to publish a list of databases and specific roadmaps for their construction and implementation. All government agencies must provide data-sharing services on an integrated data-sharing platform.
"2023 would be the year of digitization and data sharing among ministries, branches, and localities to improve services for residents and businesses," the Prime Minister said.
He requested the Minister of Information and Communications to oversee the 2023 Action Plan's implementation, assume the primary duty, and guide localities in promoting smartphone use and laying fiber optic cables nationwide.
To satisfy the demands of digital transformation, big data analysis and processing, and cybersecurity, the Ministry of Information and Communications must also develop Vietnam's cloud computing ecosystem.
