Vice Chairwoman of the Vietnamese National Assembly Tong Thi Phong asked Hanoi to conduct more seminars for the exchange of experiences at local levels with Laos
Hanoi and a Lao parliamentary delegation held a seminar on March 5 under the title “Exchange on operational experiences of local government”, on the occasion of the visit by Chairwoman of Lao National Assembly Pany Yathotou to Vietnam.
Addressing the seminar, Secretary of the Hanoi Party Committee Hoang Trung Hai said that in the past years, under the cooperation plans between Hanoi and Vientiane, the Vietnamese capital has given scholarships for Laos youths to study in Hanoi, among other support programs worth VND120 billion (US$5.3 million).
The capital city has sent physician brigades to Lao to conduct medical examination and treatment. Exchanges have been seen among other localities of the two countries.
The seminar focused upon discussing and sharing experiences with five key issues, including experiences in monitoring enforcement of state budget control regulations; coordination mechanism and task implementation coordination between the municipal governments and local agencies; and coordination mechanism for settlement of citizen petitions.
Moreover, policies in relation to land management; policies for small and medium enterprises (SMEs); licensing regulations; mechanism on coordination and decentralizing management between the central, provincial and local levels were other issues of discussion.
In order to build up the strategic partnership between Hanoi and Vientiane in particular, and Vietnam and Laos in general into a deep, more effective and substantive development, Vice Chairwoman of the Vietnamese National Assembly Tong Thi Phong asked Hanoi to conduct more seminars for the exchange of experiences at local levels with Laos; strengthen cooperation in human resources training and improving legal institutions; and enhance exchanges between the two countries in legislative work.
Chairwoman of Lao National Assembly Pany Yathotou highly appreciated the activities of Vietnamese local authorities in consistently enforcing legal documents which are the tools to materialize the Party’ orientation.
She affirmed that the seminar offers an opportunity for the two parties to exchange information, experiences, thereby serving as a basis for research, consolidation and improvement of documents, policies and laws related to this issue in the time to come.
