Vietnam pilots cash withdrawals via chip-based ID cards

By the end of 2022, all information such as vaccination, driver’s license, and vehicle registration, should be stored on the chip-based ID cards or the app VNEID.

The National Center for Population Database under the Police Department for Administrative Management of Social Order today [May 9] confirmed the pilot program that allows citizens to withdraw cash at certain banks using chip-based ID cards.

According to the center’s representative, chip-based ID cards are being used as an alternative to ATM cards at several bank branches in Hanoi and Quang Ninh.

The program is set to be implemented in other provinces/cities in the coming time, he noted.

According to the procedures, the information stored on the ID card, after being inserted into the ATM slot, will be verified by the banking system. The ID card owner’s face and fingerprint would be authenticated before they can withdraw cash from the ATM.

The Ministry of Public Security noted the move, once formalized, would further simplify administrative procedures and prevent risks of fraud in wire transfers or cash withdrawals.

This is because the system would immediately conduct information verification on the chip-based ID cards and biometric authentication, rather than just based on passwords for verification.

In addition to the use of the ID card for cash withdrawals, the people can also use it or the VNEID application as an alternative to the health insurance card.

According to the Government’s decision No.06 on the development of population database and e-authentication under the national digital transformation in the 2022-2025 period, with a vision to 2030, the chip-based ID cards are expected to gradually incorporate all personal information based on the population database.

By the end of 2022, all information such as vaccination, driver’s license, and vehicle registration, would be stored on the chip-based ID cards or the VNEID app.

The Ministry of Public Security to date has completed incorporating the national database on population with that of Vietnam’s Social Insurance, Vietnam Electricity, and General Department of Taxation.
