Vietnam’s digital laws listed among top 10 ICT milestones of 2025
Vietnam’s push to build a digital nation reached a decisive point in 2025, as sweeping legislative reforms reshaped the legal foundations of technology, innovation and communications across the country.
THE HANOI TIMES — The National Assembly’s approval of a series of landmark laws establishing a comprehensive legal framework for science and technology, innovation, digital transformation, journalism and communications ranked among Vietnam’s Top 10 ICT Events of 2025.
Nearly 50 journalists who closely follow the information and communications technology sector cast the votes on December 29. The voters represented more than 40 Vietnamese media outlets and were members of the Vietnam ICT Press Club.

According to Nguyen Viet Phu, Chairman of the ICT Press Club, 2025 marked a special milestone for Vietnam’s ICT development.
“Throughout the year, authorities issued and implemented major policy decisions nationwide, covering institutional reform, organizational restructuring, cybersecurity, data governance, strategic technologies and the digital economy,” Phu said.
He described 2025 as a year of rapid digital acceleration and a defining moment in shaping Vietnam’s long-term vision as a digital nation.
Among the most significant laws adopted were the Law on Science, Technology and Innovation; the Law on Digital Technology Industry; the Law on Digital Transformation; the Law on Artificial Intelligence; the Law on E-commerce; the amended Law on Journalism; the amended Law on Intellectual Property; the amended Law on Technology Transfer; and the amended Law on High Technology.

The Law on Science, Technology and Innovation, drafted by the Ministry of Science and Technology and approved at the National Assembly’s ninth session in June 2025, plays a key role in translating strategic breakthroughs outlined in Politburo Resolution No. 57-NQ/TW into practice.
With the passage of the Law on Artificial Intelligence on December 10, Vietnam joined a small group of countries that have established a comprehensive legal framework for AI governance.
Meanwhile, the Law on Digital Technology Industry, approved on June 14, sets out broad regulations for digital technology sectors such as semiconductors, artificial intelligence and digital assets. Together, these laws form a coherent legal foundation for the development of core digital industries.
By introducing clear rules on the management of AI and digital assets, Vietnam positions itself as a pioneer in building a transparent digital technology framework that emphasizes safety, cybersecurity and user rights.
