Vietnam targets to develop strongly the sea-based economy
Addressing the meeting held on June 8 in response to Vietnam Sea and Island Week and the World Oceans Day 2016, the Prime Minister set out seven requirements for ministries, sectors, and localities to lead Vietnam soon becoming a strong marine country that could enrich from the sea.
Prime Minister Nguyen Xuan Phuc attended a meeting in the northern province of Nam Dinh on June 8 in response to Vietnam Sea and Island Week and mark the World Oceans Day 2016.
Speaking at the meeting, Prime Minister (PM) Phuc stressed that in the 21st century, a century of ocean, resources and development space are increasingly limited on land, so focusing on marine economic development is a major global trend.
Protecting the marine environment is a crucial task of all ministries and localities, the PM said.
The Prime Minister set out seven requirements for ministries, sectors, and localities to lead Vietnam soon becoming a strong marine country that could enrich from the sea.
The first task is solidarity, resolute and tenacious struggle to protect the sacred island sovereignty and national interests at sea by peaceful means in accordance with international law, the Government leader said.
Secondly, it is necessary to attract financial resources to develop the sea-based economy, which is expected to contribute around 53%-55% to gross domestic product (GDP) and 60% to the country’s export turnover by 2020, he said.
The PM also asked all relevant ministries, branches and agencied to complete the institutional policies and laws on sea and islands, better implement the Law on natural resources, marine environment and islands, and raise the effectiveness and efficiency of resource management and environmental protection of the sea and islands.
Thirdly, PM Phuc urged the Ministry of Natural Resources and Environment to coordinate with relevant ministries to promote scientific research and build strategies for maritime sustainable development as well as for the protection of national sovereignty and security.
Fourthly, he stressed that the Government encourages organisations and individuals to increase investment and apply advanced science and technology to make effective use of sea and island resources and improve local livelihoods.
The PM asked the Ministry of Natural Resources and Environment along with relevant ministries and localities review projects across the country that discharge waste to the sea while ensuring effective deployment of legal regulations on environmental protection and punishing violators.
He confirmed that Vietnam supports countries that have benefits in the East Sea making actions contributing to peace, stability, security and safety of navigation and aviation, as well as sea environment protection.
Vietnam asked involved parties to settle differences and disputes via peaceful means and in respect of international law, especially the 1982 United Nations Convention on the Law of the Sea and the Declaration on the Conduct of Parties in the East Sea (DOC).
The PM emphasised that the country also called for increasing trust between countries, avoiding the use or threat to use force, and creating a Code of Conduct in the East Sea.
The country should actively improve the effectiveness of sea hydrometeorological forecast, disaster warning and monitoring of climate change, he added.
Seventh, Vietnam actively promotes international cooperation on sea and islands in a practical way, effective and sustainable exploitation of natural resources, protection of the marine and island environment, the PM noted.
The annual Vietnam Sea and Island Week from June 1-8 aims to raise public awareness of the significant role of sea and islands in nation building and safeguarding.
This year’s theme focuses on sustainable protection, exploitation and development of marine natural resources.
The week is intended to popularise the Party and State’s policy, law and viewpoint to resolutely defend national independence and sovereignty, territorial integrity, firmly protect border, sea and island sovereignty, especially over the Hoang Sa (Paracel) and Truong Sa (Spartly) archipelagos.
