Academic year 2017-2018: IT application in teaching - studying

Carrying out Instruction NO.2699/CT-BGDDT dated August 08 of the Minister of Training & Education on the objectives of the academic year 2017-2018 of the education, Ministry of Education & Transport has instructed carrying out the Information & Technology (IT) objective of academic year 2017-2018, in which requests schools to apply IT in management, teaching and studying.

Ministry of Training & Education emphasized the following objective: Carrying out efficiently the project of improving IT application in management, with a view to support studying – teaching activities, scientific research to improve the quality of training and education for period 2016-2020, with the direction to 2025 (approved in accordance with Decision No.117/QD-TTg dated January 25, 2017 of the Prime Minister). 

It is necessary to develop the IT system connecting the Ministry and other related educational departments; building and put into operation for the whole system database on all level of academic school; increase the use of e-document in school; develop and efficiently utilize e-learning and e-library for the purpose of self-study; innovate and creative in teaching – studying. 

At the same time, implementing the e-office to connect Training & Education Department with Ministry of Education & Training for the purpose of exchange information, instruction, and online management.

Besides, Ministry of Training & Education requests related agencies to instruct teachers, students and schools to utilize e-learning developed by the Ministry of Training & Education at the website http://elearning.moet.edu.vn to improve the teaching – studying method. The e-learning is a collection of teaching materials with high interaction to support students’ self-study, with an aim to improve knowledge, while teachers have reference to improve teaching method; continue encouraging teachers participate in contributing materials for e-learning.

IT application to innovate teaching – studying method in the direction of teachers actively integrate IT in each subject to increase efficiency in teaching, using projector and other stimulating and teaching software. Moreover, it is necessary to avoid overuse IT in teaching or to use it inefficiently; improving the use of the website “Connecting school” of Ministry of Training & Education to serve the purpose of knowledge exchange, innovate content, teaching method in school; implementing e-school and e-class (with solution of smart education) in areas capable of adopting modern technologies to transform teaching – studying method. Therefore, there should be plan to pilot, so that the model will be evaluated, modified and finalized to maximize the efficiency in investment, after that the model will be duplicated.

Besides, Ministry of Training & Education requests Training & Education Department to complete the fiber internet at schools. Schools are encouraged to use internet of different providers to expand bandwidth and stabilize internet connection quality. IT equipment must ensure to effectively serve the management process as follow: each school to have at least 2 computers, 1 printer and 1 webcam. Each department should have computer for common use. Especially, it is necessary to increase training program, which reflect the factual demand on IT application of teachers and educational staff.
