In the land of thousands of years of development, the history has molded the cultural tradition and heroic tradition; and the emotion of victory has been expressed for many times. On October 10, 1954, Hanoi was brightened with red flag with yellow stars, flowers and banners to welcome home the Vietnamese People’s Army and to celebrate the liberation of the capital.
The spirit of Hanoi’s Liberation Day with love of Hanoi always imbued in every people is an eternal flame, helping the Party and the People of Hanoi overcome the difficulties to together unite and make contributions for the development of the Capital to be increasingly prosperous, civilized and modern in relevance with the confidence of the country.
I. Being an eternal capital of Vietnam, Hanoi history is tied to the history of the country and the nation, from Co Loa - Me Linh - Long Bien to Thang Long - Dong Do - Ha Noi. Throughout thousands of years of civilization, October 10, 1954 became a glorious milestone marking a new development period of Hanoi of culture - hero - peace - friendship during Ho Chi Minh era.
We cannot forget the historic moment of the morning of October 10, 1954, the City’s Military Committee and the People's Army units, divided into several large operations, marched towards Hanoi. The Capital Regiment had the honor of hoisting the ‘Determined to Fight and Win’ flag to lead the troops. With the joy, Hanoi is a convergence of ethnic solidarity, trust in the Party and Uncle Ho.
These heroic moments have forever been remembered by every Hanoian with their great pride. After 62 years, through many ups and downs, the spirit of the Liberation Day and the love of Hanoi have helped Hanoi grow well, representing the vitality of the nation.
At the time of the capital liberation, there were 43 thousand people living in 34 towns and 45 communes of four urban districts and four rural districts in Hanoi. The government of the city had hardly experiences; it had only VND 9.6 million of business and production capital and nearly 5,500 employees at industrial establishments and handicraft establishments; 231 km of asphalt road and 65 km of stone road damaged; nearly 1,100 ha farm land abandoned; tens of thousands of cattle killed; irrigation system destroyed by bombs; approximately 7.7 thousand of unemployed workers; 1.2 thousand of beggars; tens of thousands of people who are illiterate; and serious social evils. In the spirit of self-reliance, industriousness, and creativity, the staff, the Party members and the People of Hanoi were united and determined to overcome the difficulties and overcome the remnants of the old regime, improving the lives of the People, cultural development, social development, successful implementation of the goals making the City become a major industrial center of the North Vietnam. Being the place where the “Three Ready” movement was initiated, Hanoi became a strong bastion of large hinterland that both devoted wholeheartedly for the South and heroically fought for the enemy and won the two wars, made "Dien Bien Phu in the Air" and was praised as "the capital of conscience and human dignity".
Bravery and mettle of Hanoi continue shining during the national development period which is shown by being an example in the forefront of renovation initiated and led by the Party. The achievements after over 30 years of renovation continue to be persuasive proof for the growth of the Capital.
Creatively applying the Party's policies to the local reality, the Party Committee of Hanoi and the whole country have been determined to reform the thinking, gradually removing the centrally-planned, bureaucratic, subsidized regime, invoking the power of economic sectors, the resources of the People, making the Economy of the Capital overcome the recession, reaching the average annual growth higher than the national average.

Also during the 30 years of renovation, with a foresight before the Capital’s development requirements, the State and the Party made decision of great historical significance, that is, from August 1, 2008, Hanoi’s administrative boundaries were expanded, creating conditions for the long-term and sustainable development. Hanoi today has a stature of a major metropolitan with an area of 3.328.9 km2, 3.6 times larger than Hanoi before being expanded; a population of over 7 million people with 30 administrative units of districts and towns; accounting for 1% in area and 8% in population of the country. Hanoi Party is growing with more than 40 thousand members that is almost one tenth of the total party members with 59 party committees and 3,000 grass-root party organizations.
Hanoi has been developing; and the position and prestige of Hanoi in the international arena and in the country have been increasingly confirmed since the Hanoi Liberation Day. Hanoi was honored as the "Heroic Capital", "City for peace"; awarded the Gold Star Order by the State and the Party for three times; awarded the title "Hero of People's Armed Forces" etc. and a trust destination of foreign affairs, cooperation and international integration. The partnerships for socio-economic, defense and security development between Hanoi and other provinces and cities in the country have achieved good results, expressing clearly the role and responsibilities of the Capital to the country.
II. Glorious milestones over the past 62 years are always a great spiritual fulcrum for the Party and the People of the Capital to join together to reach new achievements.
Being proud of the current achievements, we increasingly appreciate the sacrifice and dedication of so many previous generations. Imagining the difficulties and hardships that the previous generations encountered as well as the achievements gained, we believe more deeply that the cultural tradition and love of Hanoi have created a strength for Hanoi. Given such a strength, the Party and the People of the Capital will successfully complete the objectives and tasks of Hanoi Party Committee's 16th tenure. Hanoi will be worthy of the role of a national administrative - political center, a major center of culture, science, education, economics and international trade, a development dynamics of the Red River Delta and the country. The socio-economic development of the City is comprehensive and sustainable; the physical life and spiritual life of the People are increasingly improved; there is a political and social stability, national defense and security continue to be reinforced and strengthened; and the political system is increasingly clean and strong.
To well achieve this goal, Hanoi must be exemplary, taking the lead in the development, actively involving in the more in-depth integration with the world in the context of the rapid advance in the knowledge economy and the strong development of science and technology. It is required for Hanoi to continue renovating, developing clean and strong party organizations from the city to the grass-root level, promoting good leadership ability and the people gathering prestige. Moreover, Hanoi should focus on developing an action government, developing a modern and serving, democratic administration, having capacity to organize and implement effectively the policies and resolutions of the Party Committees at all levels.
Sectors, levels, agencies and units, with the highest action determination, strive to well implement five major tasks, three breakthroughs, 8 working program and two thematic resolutions of the Hanoi Party Committee. Every agency or organization is required to attempt to renovate their working style, reducing cumbersome procedures, removing barriers and creating conditions for business activities especially without causing inconvenience to the People. Every official and Party member must be exemplary, taking the lead in changing in the old thinking and perception; must take the spirit of "start-up" instead of thinking of being employed seasonally; must take the initiative and creativity instead of the arbitrary and irresponsibility and must complete tasks of the servants to meet the People's beliefs. Moreover, each citizen, with the love of Hanoi, continues to unitedly and wholeheartedly work together for the Capital development.
III. Renovation is posing very difficult tasks. The current challenge of Hanoi is to overcome itself, maintaining the pace and meeting the requirements of development, harmoniously handling issues of transportation, water supply and drainage, waste, environment, as well as population, culture, etc.
Despite many proud achievements, it is frankly acknowledged that Hanoi has not developed in relevance to the potential and strengths of the Capital. The working results of Hanoi Party Committee’s leaders with the districts show that every locality has its own strengths and very valuable “assets) such as traditional culture and craft tradition, land and landscape resources, human resources with diligence, creativity, etc. but they have not created their "highlights", breakthroughs based on the potential.
Another important factor is that the improvement of infrastructure, healthcare, education, water supply, environment and economy has not kept up with the development needs. The resources from the budget are limited, while other resources have not been exploited and mobilized because of obstacles in terms of administrative procedures, lack of creativity, a waiting psychology, lack of enthusiasm, etc. In the future, to remove the "weaknesses" of infrastructure, it is required to begin first from ourselves, from the people, from the mechanism so that the staff especially key staff must boldly renovate, be determined to think and do and find any solution to complete the task.
To improve the investment environment and attract development projects, Hanoi is trying to change to create important highlights for the face of urban and rural areas; provide high-quality products and services to meet the needs of the people.
For the first 9 months of 2016, Hanoi attracted more than US$ 2,400 million (up by 3.5 times compared to 2015); and 16.7 thousand of businesses were newly established enterprises, a year-on year increase of 20%, so Hanoi became one of the localities with the highest investment attraction in the country. Hanoi will also pioneer in investment and business in the transparent, open and professional direction. The City Government played well the role in creating prerequisites for developing Hanoi to become a start-up city with the efficient operation for the business community, and business households.
On the urban development planning, Hanoi is oriented to be a green and creative urban by the promotion of the green growth for the city, promoting creative activities, especially in science, management, research and development, developing effective business incubators. Hanoi is struggling for to reach a goal on planting 1 million trees, giving priority to lakes, parks; revitalizing the rivers, re-gaining the fresh atmosphere of the municipality.
Paying attention to the economic development, Hanoi is persistently oriented to become a sustainable, harmonious and green city. Hanoi is being strongly urbanized and will become a megacity in the future. However, it is required for Hanoi to retain the beauty of traditional culture, the environment of peace and security despite the development and urbanization of the city. It must be a characteristic of Hanoi, Trang An – Xu Doai people.
The cultural tradition of thousands of years if being not shown in every action and daily behavior is just the tradition in books. Therefore, the Capital’s People need act together, work together to develop the culture and beautiful images of Hanoi; criticize and resolutely eliminate the behaviors such as arbitrarily throwing rubbish away; stampeding, traffic violations, vulgar behavior, etc. We need act together so that lovers of Hanoi feel the resilient and elegance of Trang An culture as well as the qualities such as unity, diligence and creativity of Xu Doai culture.
The “Good people, good deeds” movement has been a traditional activity of the Capital for many years. Whenever there is an anniversary of Hanoi’s Liberation Day, the Party, Government and the People of Hanoi often praise the collective and individual "Good people, good jobs" and honor the "Elite capital citizens". We are together responsible for replicating the good deeds to strengthen the faith of the People to the Party and the State, the capital’s Party Committee and the government.
These days, the Capital’s Party Committee and the People are positively and urgently performing the tasks of the 16th tenure with strong belief and spirit. Despite many difficulties and challenges, we always believe that the difficulties also bring opportunities for the Capital to grow. Being a place undergoing wars and losses and being a place with the convergence of faith in love and hope, we – Hanoians, love Hanoi forever. The love will make us to unite to develop the Capital to become increasingly more dignified and more beautiful so that Hanoi is forever the love of the country and an emotion for the friends and visitors.
President Ho Chi Minh said: "The Capital’s People have a glorious revolutionary tradition and great love of the country. I'm sure the People will eagerly strive…. to be exemplary to take the lead in the country". Responsibility and mission of the today's generation before the history of his father, before the bright future of Thang Long - Hanoi is to promote the strength of the great national unity block, mobilizing all resources, grasping opportunities and overcoming challenges to develop the Capital and the country to become more dignified and more beautiful . Hanoi, the convergence of Trang An and Xu Doai culture, is a start-up city, a green and modern urban, a liveable place for shining the rising aspirations.
