Effectively implement the model of VNEN

This is the statement of the Deputy Director of the General Department of Primary Education (Ministry of Education & Training) when discussing the report on impact of Vietnam Escuela Nueva Project (VNEN) financed by the World Bank – a highly anticipated initiative towards reforming the primary education system.

According the report of the World Bank, the organization has presented evaluation on the impact of VNEN to methods of education with related components such as: principal, teacher, student, parent, etc. In this report, based on statistics, experts have deeply analyzed and appropriately evaluated on VNEN implementation. However, according to the Deputy Director of the General Department of Primary Education Nguyen Duc Huu, if difficulties and limitation during the VNEN process are analyzed in detail with more specific to give out solutions, the report will be more completed.

In reality, as some provinces have successfully implemented VNEN, while others oppose the initiative, Mr. Nguyen Duc Huu said, when applying VNEN, the majority of schools have prepared all necessary conditions on infrastructure, teaching equipment, and especially the capabilities of managers and teachers, as well as carrying out VNEN flexibly and in creative way. However, as some schools lack awareness and have not fully disclosed sufficient information to parents and society to understand the nature of VNEN; lack of preparation on infrastructure, teaching equipment, training educational staffs and teachers, leading to the ineffective implementation of VNEN, while a part of students has not achieved the expected academic results. All of these have caused concern for parents and the public.

Some opinions think whether the Ministry of Training & Education has given up VNEN? Talking about these concerns, Mr. Nguyen Duc Huu said, the implementation of VNEN recently has faced difficulties, in which, the biggest one is the limitation in training teachers on the method of VNEN, especially in provinces where educational staffs and teachers are not prepared to change. In order to solve this issue, Ministry of Education & Training has implemented training courses for educational staffs and teachers on the method and teaching technique. “Ministry of Training & Education will not give up, but cooperate with educational institutes to overcome difficulties and barriers, so that the implementation of VNEN will be more effective, at the same time preparing thoroughly for the implementation of new high school program” – Mr. Huu said. 

In order for VNEN to be really effective in the academic year 2017-2018, Ministry of Education & Training has instructed provinces and educational institutes to review the requirements to implement VNEN, in which requests school unqualified for this program in term of infrastructure and educational staffs will not be chosen. As such, some of the components of VNEN will be selected for application.
