Encouraging the use of domestically-produced drugs

Deputy Prime Minister Nguyen Xuan Phuc made a speech in the report to Congress on the implementation of the resolutions of the National Assembly on thematic monitoring and questioning from early tenure XIII to 2015, on November 16.

Specifically, for the healthcare sector, thematic content monitoring and questioning focused on investments in the health, quality of health care, health insurance, medicines management and private health establishments personnel, food safety.

Priority has arranged about 7% of the total state budget expenditures (7.6% including government bonds) and promoting socialization, encouraging collaborative public - private investment system development facility. The Proposal reduce overcrowding in hospitals; upgrading infrastructure; hospital network development satellites, technology transfer, health officials, etc. Prioritizing the use of local budget and ODA for communes' clinics. Improving medical ethics and the spirit of responsibility of medical staff. Strengthening the operational management of private health establishments; inspection and supervision of practicing certificates, operating license.

Actively implementing the Health Insurance Act; raising the pension for health insurance for those policies and poverty; encouraging purchasefor per household; contributing to reduce the cost of patients with health insurance. Accelerating the reform of administrative procedures, enhancing quality health care by health insurance. By the end of 2015, striving participation rate of health insurance will be 75% of the population.

Strengthening measures to manage medicines, imported equipment, medical supplies; the implementation of regulations on declaration, published, listing price. Drug procurement reform, ensuring transparency, reducing the prices of many medicines. Development of the pharmaceutical industry, encouraging the use of domestically-produced drugs.

Implementing measures to ensure food safety. Deploying the project to boost the production, processing and consumption of safe vegetables; ensuring safety during transport, slaughter cattle and poultry. Implementing rapid alert systems and risk analysis of food safety and preventing shipping, trading illegally-imported products. Enhancing test, inspection and strictly handling violations.

In addition to these achievements, the quality of health care has not met the requirements, especially at the grassroots level; overloaded central hospitals has not been resolved fundamentally. The payment for health care by health insurance, drug management and procurement, equipment and medical supplies are inadequate. Some medical facilities are not strictly implemented the listing and declaration prescribed. Ensuring food safety is still weak.
