Each country sent 40 representatives to the one-day exchange to build confidence and strengthen cooperation.

The Filipino delegation was led by Captain Carlito M Barizo, Deputy Commander of the Naval Forces West, Philippines Navy. The Vietnamese delegation was headed by Senior Captain Le Xuan Thuy, Deputy Commander of the Naval Zone 4.
During the exchange, both sides shared information relating to search and rescue work, maritime security, and natural disaster warning, and discussed the agenda for the next exchange on the Northeast Cay Island.
They took part in art performances and sports such as football, volleyball and tug of war.
The Filipino delegation visited the Emperor Tran Quoc Tuan statue, the meteorology station, the lighthouse and the only pagoda on the island.
