Forming foundation for smart city

Based on the current demand, Hanoi is working on components of smart city in the following aspects: e-government, transportation, education, healthcare, environment, and is getting positive results.

Focus on IT

In the process of developing smart city, Information and Technology (IT) application is highly regarded by Hanoi. At present, Hanoi has finished building database for 7.5 million people and efficiently utilized to implement applications, public services for enterprises and citizens, management and IT application in various sectors, with a view to develop e-government.

In smart city, smart transportation is one of the focus of Hanoi. On May 1st, Hanoi has been carrying out pilot project of searching for car parking lot and paying the fee through smartphone (iParking) in Tran Hung Dao and Ly Thuong Kiet streets, with 17 parking lots for up to 248 cars. With friendly interface and integrated useful functions for users, after 1,5 month of piloting, there are 56,000 times of searching and using this app. Recently, the Hanoi Transport department has proposed of expanding the searching area of this app since October 1 at 161 parking lots in 4 districts: Hoan Kiem, Ba Dinh, Dong Da, Hai Ba Trung.

At present, Hanoi has completed building the Hanoi Urban Transport Management and Operation center with 500 CCTVs on major transport routes to monitor and timely deal with traffic violation. At the same time, the application of monitoring routes for 100 bus routes with 1600 buses has been useful for transport operators to manage the bus network efficiently, in turn provides accurate information for citizens with regard to the route of each bus.

According to the plan, in 2017 and 2018, Hanoi will focus on building the Monitoring and Managing center, with the following functions: Transport management; analyzing socio-economic data for the purpose of management and operation of Hanoi; monitoring to ensure safety and information security. In different aspects, IT application has created foundation for smart city. With this being said, in education, since 2016, Hanoi has offered citizens to online register their children to kindergartens, 1st grade, 6th grade at more than 2,500 schools, online health record for 7.5 million people, early cancer detection for more than 2 million people over 40 years of age. Moreover, the city also develops information exchange system for hospitals and insurance system. In environmental aspect, Hanoi has provided environmental information for citizens about the air and water quality, map of flooding area.

Increase cooperation to reduce difficulties

At the second Vietnam Private Sector Forum (VPSF) 2017, the Chairman of Hanoi People’s Committee Nguyen Duc Chung stated: developing smart city is the way toward future for major cities in the world in general, and cities in Vietnam in particular. Building e-government and smart city will help Hanoi to reduce expense in administration, enterprises’ expense, and is the main instrument for administrative procedure reform.

In the past, Hanoi has removed 170 software programs and separate servers of districts, wards, to develop WAN network in 584 districts and wards. At the same time, the city also ensure IT infrastructure from central to ward level to implement public online services and other applicaitons. 100% departments, offices, districts, wards are using office management software to connect with each other. Moreover, Hanoi has put up effort to overcome challenges, including the connection to the Vietnam national single window. 

However, in order to successfully develop smart city, in addition to the internal effort, Hanoi still need the support from government, enterprises and community. According to the city’s leader, during the process of developing smart city, Hanoi always focuses on attracting social resources. On the other hand, it is important to improve international cooperation in technology transfer, experience and knowledge through the signing of Memorandum of Understanding (MOU) with local and international corporations. Recently, Hanoi has signed the MOU with Microsoft Vietnam to cooperate in developing e-goverment and smart city. Microsoft Vietnam will participate in consulting process, supporting IT application to build e-government and smart city.
