Government suggests traffic solutions for Hanoi

Prime Minister Nguyen Xuan Phuc has chaired the Standing Government meeting to discuss solutions for traffic congestion in the Capital of Hanoi. The meeting had a very important significance to the development of infrastructure, clearing the deadlock on mechanisms and policies, giving the Capital a strong momentum to rise in the context of the current traffic congestion.



 
General assessment on operating activities, management of Hanoi's traffic, the Government has acknowledged the positive results that the government and people of the Capital have gained. In the period of 2011 - 2016, Hanoi has reduced traffic congestion black spots from 89 to 41 points; of which 13/17 traffic jams black spots are due to objective reasons of key transport projects construction such as urban railway of Cat Linh - Ha Dong, Nhon - Hanoi Railway Station and so on.

To improve the traffic situation in the Capital, at the meeting, Prime Minister Nguyen Xuan Phuc agreed with some solutions proposed by Hanoi People's Committee. The Prime Minister asked the Hanoi Construction to research overall investment program, building infrastructure systems for urban transport, underground traffic to send reports to the Prime Minister in the first quarter of 2017.

To achieve both the financial resources and clear legal framework, helping Hanoi in rapid completion of infrastructure development goals set out, the Prime Minister has agreed in principle to apply a special mechanism for Hanoi to select five investors on bridge projects across the Red River, closing the ring roads.

More important, the Government has agreed Hanoi to urge local and foreign investors (priority for domestic investors) to implement construction projects of transport infrastructure in the form of public - private (PPP), especially the underground lines. Hanoi People's Committee assigned to review the resources available to invest in transport infrastructure, reporting to the Prime Minister in the first quarter of 2017.

At the mean time, the Ministry of Planning and Investment, the Ministry of Finance will balance and arrange adequate reciprocal capital for ODA projects of urban railway, ensuring the allocation in line with the plan in the period of 2016 - 2020 that was adopted by the National Assembly for approval . In particular, the Prime Minister has decided to set up a steering committee for transport infrastructure investment in the city of Hanoi, that will be directly manged by the Prime Minister as Chairman, a Deputy Prime Minister and Chairman of Hanoi People's Committee as Vice Chairman.
