Strict control measures will be conducted to ensure safety for people and visitors in Hanoi during the festive season.
Hanoi People's Committee has requested leaders of departments, sectors and localities to improve capacity and effectiveness of the supervision of festivals in 2021, in an effort to realize the Prime Minister's policy on the implementation of "dual goals" of preventing and fighting against epidemic while promoting socio-economic development.

In the tourist sites, scenic spots, historical and cultural sites, in addition to regular disinfection, festival organizers need to provide a dry hand sanitizer for visitors to use before and after their visits of the festival premises or relic sites. Organization of large-scale festivals should be refrained. Public codes of conduct at festival venues should be posted publicly for visitors to learn about and follow.Under the instruction of the Hanoi authorities, the organizers of the local festival are tasked with continuing to carry out disease prevention and control measures, monitor and periodically update the pandemic situation, in order to inform the population quickly, complete and accurate on the prevention of the pandemic.
City People's Committee assigned the Director of the Hanoi Department of Culture and Sports to establish a task force to inspect the organization of festivals in the city. Meanwhile, members of the intersectoral team will take responsibility to inform the City People's Committee about whatever problem that might occur on their management fields during the festivals.
Heads of Hanoi City Police and the departments of Transport, Industry and Trade, Health, Agriculture and Rural Development, Information and Communication, Construction, Finance, Tourism, Natural Resources and Environment, based on their assigned functions and tasks, must actively coordinate with the Ministry of Culture and Sports to implement the aforementioned Government decree.
Local people's committees need to actively build supervision plans on festival organization as well as implementing plan to react to disease outbreaks and ensuring that the festivals will take place in safety and economically.
Local authorities will have to ensure that no food and beverage services opened in the festival areas to prevent the spreading of the coronavirus, well control the environmental sanitation and supervise the money exchange at monuments and festivals.
For festivals that will take place on rivers, the organizers need to set up plans ensuring safety plans for people and visitors, strictly observing the provisions of the Law on Inland Waterway Traffic.
In case the outbreak of Covid-19 occurs, the festival must be suspended in accordance with regulations on festival management and organization.
