Hanoi encourages to control administrative procedures

The Hanoi People’s Committee issued Document No. 1191 dated March 21, requesting city’s agencies, departments and sectors, People`s Comimttees of districts and towns to perform the task of controlling administrative procedures.

Accordingly, heads of city’s departments and agencies of the same level, People’s Committees of districts, suburban districts and towns shall perform following tasks:
Fulfill the task of administrative procedure control according to instruction of the Municipal People’s Committee according to Document No. 61/UBND-KSTTHC dated January 4, 2018;

Give guidance, and direct subordinate units, People’s Committees of communes and wards to set up focal points of administrative procedure control, thus ensuring effective implementation of the task;
Conduct training courses for officers acting as focal points for administrative procedure control and officers in charge of receiving, processing administrative procedures to improve their awareness and communications skills to control administrative procedures and realize One Stop Shop, inter-level One Stop Shop mechanism; 
Suggest proposals, initiatives and measures to simplify administrative procedures, or suggest amendment, elimination of administrative procedures and relevant regulations which are no more suitable or create obstacles for production investment, trade and people’s life;
Tighten control over receiving, processing administrative procedures according to the law and regulations of the Municipal People’s Committee; 
Severely punish the officials and civil servants who are irresponsible at work or make up dossiers/papers which are not in accordance to the law, causing annoyance and inconvenience to the people and enterprises when they submit dossiers of administrative procedures;
Give direction, supervise, urge implementation and check the announcement of  administrative procedures at the sections where administrative procedures are received and processed, as well as other ways of announcing administrative procedures; 
Integrate data of administrative procedures, and publicize it on portals according to regulations; 
Give instruction to launch One Stop Shop and inter-level One Stop Shop mechanism in processing administrative procedures according to current regulations;
Organize dialog between state administrative agencies and organizations/individuals on administrative procedures, and ensure effectiveness as well as practicality of the dialogs;
Agencies involved in processing administrative procedures must cooperate with each other, make process of settling inter-level administrative procedures according to Decision No. 07/2016/QĐ-UBND dated March 8, 2016 of the Municipal People’s Committee;
Receive and process feedbacks and proposal on administrative procedures and administrative regulations; operate and exploit the information system to receive, process feedbacks and proposal of the people and enterprises as stipulated; give instruction, and conduct inspection to check administrative procedure control in the units.
Heads of the departments and agencies of the same level shall request units to regularly review and update information of administrative procedures, amend, supplement, replace, eliminate administrative procedures, and submit to the Municipal People’s Committee as stipulated; 
Proactively review, simplify the  administrative procedures under plan and instruction of the Municipal People’s Committee. Chairman of the Municipal People’s Committee shall create favorable conditions for the organizations and individuals. For making draft legal documents on stipulating administrative procedures, it is required to assess effect of the administrative procedures as stipulated in the law.
